The Prime Minister requested to launch a lightning-fast, peak, sprint emulation campaign to complete the 500kV line circuit 3.
Prime Minister Pham Minh Chinh requested units and localities to launch a rapid, peak, and sprint emulation campaign to strive to complete tasks such as erecting poles, pulling wires, and conducting technical tests as required from now until the end of June 2024; and in July 2024, carry out procedures for inspection, operation, technical testing, acceptance, environmental restoration, and project inauguration.

On the morning of June 23, at the People's Committee of Nghe An province, Comrade Pham Minh Chinh - Politburo member, Prime Minister worked with leaders of several ministries, branches and Vietnam Electricity Group, National Power Transmission Corporation and leaders of Nghe An and Ha Tinh provinces on the progress of the 500kV line 3 project.
Attending the meeting were comrades: Nguyen Sy Hiep - Deputy Head of the Government Office; Dang Hoang An - Chairman of Vietnam Electricity Group (EVN) and leaders of a number of ministries, branches, and the National Power Transmission Corporation.
The leaders of Nghe An province included comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee and relevant departments and branches.
LThe leaders of Ha Tinh province include comrades: Tran The Dung - Standing Deputy Secretary of the Provincial Party Committee; Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Tran Bao Ha - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.
NGHE AN HAS COMPLETED ALL LAND CLEARANCE
The 500 kV power transmission line project, circuit 3, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) has a total length of about 519 km; the total investment is about 22,356 billion VND, including 4 component projects: Quang Trach - Quynh Luu; Quynh Luu - Thanh Hoa; Thanh Hoa - Nam Dinh 1 Thermal Power Plant and Nam Dinh 1 - Pho Noi Thermal Power Plant. The component projects were started in October 2023 and January 2024. The Prime Minister has directed to strive to complete the project before June 30, 2024.

At the meeting, it was reported that up to now, along the entire route from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), the foundation casting for all 1,177/1,177 pole positions has been completed; 698/1,177 pole positions have been completed, 400/1,177 pole positions are being erected; 87/513 anchorage spans have been completed, 45/513 anchorage spans are being pulled, Chairman of Vietnam Electricity Group (EVN) Dang Hoang An affirmed his determination to basically complete the project by the end of June and complete the acceptance procedures and inaugurate the entire project in July.
The section passing through Nghe An province has 2 component projects including: the 500kV Quang Trach - Quynh Luu Line project, about 82.33km long with 168 column foundation positions corresponding to 169 column intervals and the 500kV Quynh Luu - Thanh Hoa Line project, about 17.5km long, including 34 column foundation positions corresponding to 34 column intervals.

Reporting to the Prime Minister and the working delegation at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Nguyen Duc Trung said: Regarding site clearance, Nghe An province has completed all 202 foundation positions, 203 column spaces, and 88 anchor spaces of the project to hand over to the investor for implementation.
Regarding the approval of the compensation plan for site clearance, the Chairman of the People's Committee of Nghe An province said that this is a special project, so it should be implemented in parallel with the handover of the site and the approval of the site clearance plan. Up to now, the consensus of the people has been basically achieved. The site has been handed over and the plans for approving compensation for site clearance for the people have been basically completed. Accordingly, the province has approved the compensation plan for 186/202 column positions and 89/110 column spaces that must be compensated.

In the province, there are 53 households affected by land acquisition for projects; of which 18 households requested resettlement land (9 households have houses on the land). The province has completed mobilizing people and households have basically agreed on resettlement locations. In case of pulling the cord and people who have not been resettled, houses will be rented to households to ensure safety.
Chairman of the Provincial People's Committee Nguyen Duc Trung reported on the implementation of the project's "4 on-site" principle. Accordingly, Nghe An province coordinated with the investor throughout the project's construction process, especially in the foundation digging and casting stages, which were comprehensively implemented in terms of mobilizing, renting construction machinery, labor, materials, and local logistics. In addition, Nghe An Provincial Youth Union also established 74 youth volunteer teams with the participation of more than 1,100 youth union members to support specific tasks.

In the coming time, the Chairman of Nghe An Provincial People's Committee proposed that the investor continue to coordinate with the province to complete the compensation plan; work with the Ministry of Agriculture and Rural Development to handle the area of natural forest that was previously approved by the Prime Minister but currently has a discrepancy in location during construction (different location and smaller area).
Comrade Nguyen Duc Trung recommended that the investor strictly manage the route corridor that has been handed over; closely coordinate with local authorities during the construction process to ensure security and order, labor safety, prevent landslides, protect the environment and especially return the site and ensure the environment after completing the construction.

Informing that the province currently has a plan, the head of the People's Committee of Nghe An province requested the Vietnam Electricity Group and the National Power Transmission Corporation to coordinate with the province and the Ru Cam stone mining enterprise to handle safety issues while operating the power line passing through this location.

Based on the implementation of the 500kV line 3 project passing through the province, Chairman of the Provincial People's Committee Nguyen Duc Trung summarized and reported to the Prime Minister some experiences.
That is on the basis of the Prime Minister's strong and specific direction, relevant ministries, branches and localities have taken drastic action, mobilizing the entire political system to implement the project.
At the same time, there has been close coordination between the locality and the investor to propagate and mobilize the affected people with the viewpoint and motto of making people understand the benefits; ensuring the harmony of interests between the state, the people and the investor. Through this project, it is possible to replicate other projects with the method of simultaneously carrying out the work of site clearance, handover and compensation.
In Nghe An, up to now, 202/202 foundations have been completed and 89 columns have been erected.;Completed wire pulling at intersection 337 - 338 in Nam Dan district, in progress of wire pulling at pole 409 - 419 in Dien Thai commune (VT 409), Dien Dong (VT 410), Dien Lien (VT 411 to 416) of Dien Chau district; Tho Thanh commune, Yen Thanh district (VT 417,418,419).
LAUNCHING A HIGH-SPEED, PEAK COMPETITION
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized: Thanh Hoa, Nghe An, and Ha Tinh have a total of 786/1,177 electric poles of the entire project, so the goals, tasks, and solutions set forth are very high.
However, after 2 days of inspection, it was shown that with determination, great efforts and drastic actions, focused and focused direction, correct thinking and approach to the problem, the construction time was shortened, the completion of the massive amount of work was accelerated, but still ensuring technical requirements, construction quality, and ensuring the material and spiritual life of people where the line passes.

The Prime Minister acknowledged and highly appreciated the efforts and dedication of the leaders of Vietnam Electricity Group, National Power Transmission Corporation, etc. who have closely followed the construction and project, and directed the operation resolutely with the spirit of clearly defining the people, clearly defining the work, clearly defining the progress.
Comrade Pham Minh Chinh highly appreciated the experience and bravery of the units and localities as well as the high sense of responsibility, overcoming the sun and rain, closely following the progress and technical requirements of the team of engineers and workers, contributing to the success of the project.

During the construction process, the units closely worked to promptly resolve and overcome many difficulties in ordering and transporting technical equipment from abroad.
“Through this, we see that nothing is impossible. When we want to do something, we must be determined, united, united, and support each other to do it,” Prime Minister Pham Minh Chinh emphasized.
There is still much work to be done from now until the completion of the project, therefore, Prime Minister Pham Minh Chinh requested units and localities to launch a rapid, peak, and sprint emulation campaign to strive from now until the end of June 2024 to complete tasks such as: erecting poles, pulling wires, and conducting technical tests as required; in July 2024, procedures for inspection, operation, technical, acceptance, environmental restoration, and project inauguration will be carried out.

To achieve that progress, the Prime Minister requested the Electricity Group and the National Power Transmission Corporation to promote their experience, focus on mobilizing all resources, and set specific completion timelines for each column and each locality.
Localities continue to actively coordinate in handing over the route corridor, compensation for site clearance, and stable resettlement for people in areas affected by the project with the viewpoint that new residences and new cultivation areas must be better than or equal to the old residences and cultivation areas; at the same time, contribute to transporting raw materials, equipment, logistics, restoration, etc. to ensure that the team of engineers and workers can focus on completing the work with high progress and quality.


Relevant ministries and branches coordinate with the Electricity Group to review and handle outstanding issues, prepare procedures for project evaluation and acceptance in accordance with their functions and tasks.
