Vinh City: Implementing a support package for employees and employers facing difficulties due to the Covid-19 epidemic
(Baonghean.vn) - Vinh City is currently implementing a plan to support workers and employers facing difficulties due to the Covid-19 epidemic according to Resolution 68 of the Government.
PerformResolution No. 68/NQ-CPdated July 1, 2021 of the Government on a number of measures to support employees and employers facing difficulties due to the Covid-19 pandemic, Vinh City People's Committee recently issued Plan No. 154/KH-UBND dated July 19, 2021 to implement Resolution 68.
After receiving information about receiving support policies, people in Vinh city were extremely happy. According to Resolution 68, there are 11 subjects, groups of subjects and policies supported due to the impact of the Covid-19 pandemic, including: Reducing the level of occupational accident and disease insurance contributions; Supporting employees and employers to temporarily suspend contributions to the pension and death fund; Supporting employers to train, foster and improve vocational skills to maintain employment for employees; Supporting employees to temporarily suspend the performance of labor contracts or take unpaid leave; Policies to support employees who stop working; Supporting employees who terminate labor contracts but are not eligible for unemployment benefits; Support policies for children and people being treated for Covid-19, medical isolation; Supporting civil servants working in the arts; Supporting tour guides; Business households; Supporting employers to borrow capital to pay for suspension of work, pay for production recovery.
Ms. Dang Thi Hoa - ChairwomanPeople's Committee of Ha Huy Tap Wardsaid that the ward has currently received more than 50 applications for support from business households affected by the Covid-19 pandemic. In addition, the ward has also reviewed and confirmed the applications of more than 900 freelance workers who lost their jobs due to the Covid-19 pandemic, waiting for the province to provide guidance and support policies.

In particular, regarding the group of business households, to be eligible for support, the business household must have a business registration and tax registration, and must have suspended operations for 15 consecutive days or more from May 1, 2021 to December 31, 2021 at the request of a competent State agency to prevent and combat the Covid-19 epidemic. Each household will receive support of VND 3 million/month. For this group, after submitting a request for support, the wards and communes will confirm the suspension of business operations of the business household, then publicly post the list and send it to the Tax Department, which will then be appraised and approved by relevant departments and offices.
According to herTran Thi Cam Tu- Vice Chairman of Vinh City People's Committee: After issuing Plan 154, the City People's Committee directed relevant departments such as the Department of Labor, Invalids and Social Affairs; Finance - Planning; Health; City Tax Department and also requested the provincial Social Insurance; and the Departments of Labor, Invalids and Social Affairs; Culture - Information; Tourism; Nghe An Provincial Social Policy Bank to coordinate with relevant agencies and units to direct, guide and promptly implement support policies for employees and employers within the prescribed scope of responsibility.

At the Department of Labor, Invalids and Social Affairs of Vinh City, it is assigned to be in charge of 2 groups of subjects. Of which, for the group of workers who have temporarily suspended their labor contracts or taken unpaid leave, currently 36 businesses with 360 eligible workers have received their applications. For the group of workers who have stopped working, the Department of Labor, Invalids and Social Affairs has also received 12 applications of workers who are eligible for support.
