Nghe An Provincial People's Committee unanimously approved the reports and draft Resolutions to be submitted to the Provincial People's Council at the mid-year session of 2023.

On the morning of June 13, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the specialized meeting of the Provincial People's Committee in June 2023. MANY POSITIVE RESULTS IN MANY FIELDS

At the meeting, the Provincial People's Committee listened to and commented on the first 6-month reports on the results of practicing thrift and fighting waste; administrative reform; results of corruption prevention and control; citizen reception, handling complaints and denunciations; ensuring traffic order and safety; and the fight against crimes and law violations.

In the first 6 months of the year, the implementation of the Program on practicing thrift and combating waste achieved good results. The development of plans and allocation of public investment plans ensured compliance with the prescribed order of priority; units continued to effectively exercise their autonomy; many works and projects were promptly recovered; administrative reform work was seriously implemented.

Administrative reform has many positive changes, especially the leadership role of Party committees at all levels, the direction and administration of authorities at all levels is more drastic, faster, and more effective. The quality of consultation on the issuance of legal documents has been improved. Sectors and levels have actively consulted and proposed to cut unnecessary documents and reduce processing time.

The settlement of administrative procedures at all levels meets the requirements of the people and businesses, ensuring convenience and compliance with regulations. The review, arrangement of the organizational apparatus, restructuring of the staff, civil servants and public employees towards streamlining, ensuring effective and efficient operations are carried out seriously and effectively. Discipline, administrative discipline, and public ethics in basic units are strictly observed.

The anti-corruption work has been implemented with attention by the Provincial People's Committee and all levels and sectors with many synchronous solutions. Corruption has been strictly handled by all levels and sectors, with the right people and the right crimes. During the period, the investigation agencies actively verified and prosecuted 20 corruption cases, prosecuting 91 defendants, an increase of 10 cases and 70 defendants compared to the same period in 2022.

In the first 6 months of the year, the authorities have also resolutely implemented solutions to prevent and combat crimes and law violations, contributing to maintaining security and order, serving the task of socio-economic development well. Having done a good job in crime prevention, the situation of all types of crimes continued to be contained and significantly reduced. The rate of criminal case discovery exceeded the assigned target, successfully building the Project to Build a "drug-free border commune".

In the first 6 months of 2023, there were 73 traffic accidents in the province, killing 48 people and injuring 52 people; a decrease of 16 cases, 13 deaths, and 4 injuries compared to the same period in 2022. Patrolling, controlling, and handling violations were carried out vigorously, with no restricted areas; attention was paid to ensuring the safety of traffic infrastructure.

Citizen reception work at all levels and sectors is carried out regularly and seriously; complaints, denunciations, recommendations and reflections of citizens are consulted and handled by citizen reception officers in accordance with the provisions of law. The total number of citizen receptions during the period was 2,528, the number of people received was 2,749 people who came to complain, denounce and make recommendations and reflections; the results of handling complaints and denunciations reached over 80%.

MANY PROBLEMS AND LIMITATIONS NEED TO BE OVERCOME PROMPTLY

At the meeting, members of the Provincial People's Committee also agreed with the assessments that the disbursement of public investment capital in 2023 is still slow. The work of preventing revenue loss, tax fraud, and tax evasion has encountered many difficulties and has not achieved the expected results. The rate of records implementing online public services throughout the process is still low. The implementation of the policy of streamlining payroll in some units is not good, slowing down work progress.

In addition, some groups of solutions to prevent corruption have achieved initial results but have not brought about the desired results. Drug addiction treatment is not effective and sustainable; the number of drug addicts who have been trained in vocational skills, given jobs and applied post-treatment management measures is still limited.

Patrolling, controlling and handling traffic violations have been carried out vigorously, but at times and in some places, the time and area have not been closed, and the situation of railway traffic safety and order is still complicated. Some localities have not been determined, resolute or have not had appropriate plans to completely resolve outstanding, complicated and prolonged cases.

Chairman of the Provincial People's Committee Nguyen Duc Trung said that the results of administrative reform in the first 6 months of 2023 have changed, but this is an important content that needs to be continued to be led, directed, and effectively implemented. In particular, the province has resolutely and strongly implemented Project 06 and achieved positive results. The rate of online public service records has reached over 40%, but in general, it has not met the requirements.

The Chairman of the Provincial People's Committee also agreed with the suggestion that the Department of Home Affairs emphasize and clarify typical results in administrative reform to demonstrate changes; supplement the assessment, publication of index results and ranking of administrative reform of provincial departments, branches and sectors and People's Committees of districts, cities and towns.

Also at the meeting, the Provincial People's Committee listened to, commented on and unanimously approved the draft Resolutions of the Provincial People's Council. The Chairman of the Provincial People's Committee requested the sectors to absorb the opinions and coordinate with the Provincial People's Committee Office to complete the reports and draft Resolutions to submit to the Provincial People's Council at the mid-year session of 2023.
