There are currently many construction projects in Vinh City, most of which use the sidewalk as a place to store construction materials and waste. This not only causes traffic insecurity, but also affects pedestrians and urban aesthetics. On Cao Xuan Duc Street, Ben Thuy Ward, construction materials even occupied 2/3 of the roadway, leaving vehicles with only a small space in the middle to move on the morning of April 20. Photo: PV |

On Truong Van Linh Street, many households also occupied the entire sidewalk to store construction materials; it is worth mentioning that the violations are located near the People's Committee of Nghi Phu Commune. Photo: PV |

In the context of limited land and difficult construction, gathering materials on the sidewalk is inevitable, but project owners must be conscious of keeping the area around the construction site neat and clean. According to PV's investigation, currently, the People's Committees of all wards organize commitments for all households not to gather construction materials in the wrong place. If there is a need, a document must be sent to the Ward People's Committee requesting to gather construction materials, but it must not be left for more than 24 hours and a part of the sidewalk must be given to pedestrians... However, in reality, many households have not complied with their commitments, gathering beyond the deadline or overflowing the sidewalk is still common. Photo: PV |

Besides causing loss of urban beauty and affecting traffic, leaving construction materials piled up on sidewalks and roadsides is also the cause of local flooding because when it rains, materials such as sand and gravel flow down the drains, causing congestion and flooding. According to Decree 100/2019 on Regulations on administrative sanctions in the field of roads and railways, the act of illegally dumping or leaving materials and waste in violation of regulations will be fined from 4,000,000 VND to 6,000,000 VND for individuals, from 8,000,000 VND to 12,000,000 VND for organizations. However, the act of leaving construction materials on the roads in Vinh City has not been thoroughly handled. Photo: PV |
