Implementing Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo; Resolution No. 35/2023/NQ-UBTVQH15 dated July 19, 2023 of the National Assembly Standing Committee; Resolution No. 117/NQ-CP dated July 30, 2023 of the Government; Plan No. 588/KH-UBND dated August 10, 2023 of the People's Committee of Nghe An province, recently, Con Cuong district has actively implemented the arrangement of commune-level administrative units - merging the entire Bong Khe commune and Tien Thanh village, Chi Khe commune into Con Cuong town and named Tra Lan town.

Con Cuong town was established in 1988, separated from Bong Khe commune. After 35 years of construction and development, Con Cuong town has formed administrative, cultural, educational, medical, commercial and service functional areas and residential clusters, meeting social needs and affirming its position as the nucleus of the district's economic growth. In 2018, Con Cuong town was recognized by the Provincial People's Committee as a type 5 urban area..
Comrade Nguyen Hoai An - Secretary of the District Party Committee, Head of the Steering Committee for the arrangement of administrative units of Con Cuong district said: At this time, Con Cuong town has the standard of area under 20% and population size under 300%. After consideration, Con Cuong district realized the need to arrange and reorganize this administrative unit to better meet the socio-economic development trend of the district in the coming time.
Specifically, the rearrangement of the administrative unit of Con Cuong town will create conditions for concentrating resources on land and population, expanding space for planning, focusing on expanding production, effectively promoting potentials and strengths for socio-economic development. At the same time, investment in infrastructure and welfare works will be more concentrated, avoiding scattered investment in construction, especially for education and health care. In addition, it will help streamline the apparatus, save budget expenditures, contribute to reforming salary policies, improving material life and improving the quality and responsibility of the team of cadres and civil servants at the commune level.
Based on the guidance documents of the superiors, considering the actual situation of the locality, Con Cuong district has developed a plan and made a specific project. Accordingly, the entire natural area and population size of Con Cuong town (with a natural area of 1.87 km2, reaching 13.36% of the standard; population size of 5,984 people, reaching 149.6% of the standard) in Bong Khe commune (with a natural area of 27.56 km2, reaching 55.12% of the standard; population size of 6,790 people, reaching 135.8% of the standard), at the same time, importing the entire natural area and population size of Tien Thanh village, Chi Khe commune (with a natural area of 4.37 km2, population 930 people) into Bong Khe commune to become a new administrative unit, named Tra Lan town.

The naming of the new administrative unit as “Tra Lan town” has been carefully studied. This name is intended to mark the heroic historical evidence of the nation (the Lam Son uprising to drive out the invading Ming army in the late 14th and early 15th centuries). During the process of collecting opinions from voters and people, Con Cuong district recorded no opposing opinions on the name of the new administrative unit. After being formed, Tra Lan town will have a natural area of 33.80 km2, population is 13,704 people. The East of Tra Lan town will border Dinh Son commune (Anh Son); the North borders Tam Son commune (Anh Son) and Mau Duc commune; the South borders Yen Khe commune; the West borders Chi Khe commune.
Towards a type 4 city

Comrade Lo Van Thao - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Con Cuong district said: Immediately after the State's policy, Nghe An province, Con Cuong District Party Committee established a Steering Committee for the arrangement of commune-level administrative units in Con Cuong district for the period of 2024 - 2025; issued operating regulations and assigned tasks to members of the steering committee. The District Party Committee directed the District People's Committee to develop a plan and project for the arrangement of commune-level administrative units to submit to the Standing Committee and the Standing Committee of the District Party Committee for comments and report to the Provincial People's Committee to synthesize into a common project for the whole province; directed departments, branches and organizations to participate in propagating and mobilizing people to know and agree with the policy of merging administrative units.
After the Standing Committee of the District Party Committee agreed on the plan to arrange commune-level administrative units in the district, the District People's Committee issued the Plan to arrange commune-level administrative units in the period of 2024 - 2025 in Con Cuong district. Next, the District People's Committee drafted the project and submitted it to the Standing Committee of the District Party Committee for approval. On March 13, 2024, the District People's Committee issued Plan No. 55/KH-UBND on the plan to collect voters' opinions on the arrangement of commune-level administrative units in the period of 2024 - 2025 in Con Cuong district; Official Dispatch No. 348/UBND-NV on instructions for collecting voters' opinions related to the arrangement of commune-level administrative units.

On May 2-4, 2024, Con Cuong district conducted a voter consultation on the arrangement of commune-level administrative units. Accordingly, 10,607 voters of Bong Khe commune, Con Cuong town and Chi Khe commune participated in the vote, with 10,470 voters agreeing, reaching a rate of 98.37%. On May 9-10, 2024 and May 20, 2024, the People's Councils of Bong Khe, Chi Khe communes and Con Cuong town, and the People's Council of Con Cuong district met and voted to approve the arrangement and merger of administrative units with a very high consensus rate. By May 23, 2024, the dossiers and documents on the arrangement and merger of administrative units of Con Cuong district had been fully collected and submitted to the Department of Home Affairs for synthesis and submission to the Ministry of Home Affairs. Thus, the implementation progress of Con Cuong district has been shortened 10 days earlier than the province's request.

After being approved by the National Assembly, Con Cuong district will continue to focus on completing tasks related to planning, urban development programs, urban infrastructure assessment and urban classification projects to submit to competent authorities for approval in accordance with regulations and ensuring the set progress; have plans and solutions to support people in adjusting and changing information in land use right certificates, speeding up the progress of granting land use right certificates to people; adjusting the automatic system to change citizen identification information; guiding the correction of land records to ensure people's rights in land-related procedures; developing plans and solutions to perfect the organization and staff after the merger..., ensuring compliance with set regulations.
Implementing Resolution 39 of the Politburo and Action Program No. 68 of Nghe An Provincial Party Committee, on March 28, 2024, Con Cuong District Party Committee issued Plan No. 217 KH/HU. Accordingly, the district has identified a number of key tasks and priorities for implementation. One of them is to build "Tra Lan town" into a type 4 urban area in the direction of eco-tourism by 2030. There are many tasks and items that need to be implemented. There will be many difficulties, especially resources, however, Con Cuong district will be determined, unanimous, and maximize internal resources to implement. During the implementation process, Con Cuong district hopes to receive guidance and support from the Provincial Party Committee, the Provincial People's Committee, and sectors to help the locality complete the set goals.
