Developing the new Tra Lan town into a type 4 ecological and tourism urban area.
In implementing administrative unit reorganization, Con Cuong district quickly finalized the plan to merge the entire Bong Khe commune and Tien Thanh hamlet of Chi Khe commune into Con Cuong town, renaming it Tra Lan town.
Formation of Tra Lan town
In accordance with Conclusion No. 48-KL/TW dated January 30, 2023, of the Politburo; Resolution No. 35/2023/NQ-UBTVQH15 dated July 19, 2023, of the Standing Committee of the National Assembly; Resolution No. 117/NQ-CP dated July 30, 2023, of the Government; and Plan No. 588/KH-UBND dated August 10, 2023, of the People's Committee of Nghe An province, Con Cuong district has actively implemented the rearrangement of commune-level administrative units - merging the entire Bong Khe commune and Tien Thanh hamlet of Chi Khe commune into Con Cuong town, under the name Tra Lan town.

Con Cuong town was established in 1988, separating from Bong Khe commune. Over 35 years of construction and development, Con Cuong town has formed functional areas for administration, culture, education, health, commerce and services, as well as residential clusters, meeting social needs and affirming its position as the economic growth engine of the district. In 2018, Con Cuong town was recognized as a type 5 urban area by the Provincial People's Committee..
Comrade Nguyen Hoai An, Secretary of the District Party Committee and Head of the Steering Committee for the Reorganization of Administrative Units in Con Cuong District, stated: At this time, Con Cuong town meets the criteria of having an area of less than 20% and a population size of less than 300%. After consideration, Con Cuong district recognizes the need to reorganize this administrative unit to better meet the socio-economic development trends of the district in the coming time.
Specifically, the reorganization of Con Cuong town's administrative units will facilitate the concentration of land and population resources, expand planning space, focus on expanding production, and effectively utilize potential strengths for socio-economic development. Simultaneously, investment in infrastructure and welfare facilities will be more focused, avoiding scattered investments, especially in education and healthcare. Furthermore, it will streamline the administrative apparatus, save budget expenditures, contribute to salary policy reform, improve living standards, and enhance the quality and responsibility of commune-level officials and civil servants.
Based on guidance documents from higher authorities and considering the actual situation of the locality, Con Cuong district has developed a plan and a specific project proposal. Accordingly, the entire natural area and population of Con Cuong town (with a natural area of 1.87 km²) will be merged.2(achieving a rate of 13.36% compared to the standard; population size of 5,984 people, achieving a rate of 149.6% compared to the standard) into Bong Khe commune (with a natural area of 27.56 km²).2(achieving 55.12% of the standard; population size of 6,790 people, achieving 135.8% of the standard), and simultaneously incorporating the entire natural area and population of Tien Thanh village, Chi Khe commune (with a natural area of 4.37 km²).2(with a population of 930 people) was incorporated into Bong Khe commune to become a new administrative unit, named Tra Lan town.

The naming of the new administrative unit, "Tra Lan Town," was carefully considered. This name aims to commemorate the glorious historical event of the nation (the Lam Son Uprising to repel the Ming invaders in the late 14th and early 15th centuries). During the consultation process with voters and the people, Con Cuong district noted no dissenting opinions regarding the name of the new administrative unit. After its formation, Tra Lan Town will have a natural area of 33.80 km².2The town of Trà Lân has a population of 13,704 people. To the east, it borders Đỉnh Sơn commune (Anh Sơn district); to the north, it borders Tam Sơn commune (Anh Sơn district) and Mậu Đức commune; to the south, it borders Yên Khê commune; and to the west, it borders Chi Khê commune.

Comrade Lo Van Thao, Deputy Secretary of the District Party Committee and Chairman of the People's Committee of Con Cuong District, said: Immediately after receiving the policy from the State and Nghe An province, the Con Cuong District Party Committee established the Steering Committee for the reorganization of commune-level administrative units in Con Cuong district for the period 2024-2025; issued regulations on operation and assigned tasks to members of the steering committee. The District Party Committee directed the District People's Committee to develop plans and projects for the reorganization of commune-level administrative units, submit them to the Standing Committee and the District Party Committee for comments, and report to the Provincial People's Committee for consolidation into a general project for the entire province; directed departments, agencies, and mass organizations to participate in disseminating information and mobilizing the people to understand and agree with the policy of merging administrative units.
After the Standing Committee of the District Party Committee agreed on the plan for rearranging commune-level administrative units in the district, the District People's Committee issued the Plan for rearranging commune-level administrative units in Con Cuong district for the period 2024-2025. Subsequently, the District People's Committee drafted a proposal and submitted it to the Standing Committee of the District Party Committee for approval. On March 13, 2024, the District People's Committee issued Plan No. 55/KH-UBND on the plan for organizing the collection of voter opinions on the rearrangement of commune-level administrative units in Con Cuong district for the period 2024-2025; and Official Letter No. 348/UBND-NV on guiding the collection of voter opinions related to the rearrangement of commune-level administrative units.

From May 2-4, 2024, Con Cuong district conducted a public consultation on the reorganization of commune-level administrative units. Accordingly, 10,607 voters from Bong Khe commune, Con Cuong town, and Chi Khe commune participated in the voting, with 10,470 voters agreeing, achieving a rate of 98.37%. On May 9-10, 2024, and May 20, 2024, the People's Councils of Bong Khe, Chi Khe communes and Con Cuong town, and the People's Council of Con Cuong district met and voted to approve the reorganization and merger of administrative units with a very high rate of consensus. By May 23, 2024, all documents and files regarding the reorganization and merger of administrative units in Con Cuong district had been compiled and submitted to the Department of Interior for consolidation and submission to the Ministry of Interior. Thus, the implementation schedule in Con Cuong district has been shortened by 10 days compared to the province's requirements.

After being approved by the National Assembly, Con Cuong district will continue to focus on completing tasks related to planning, urban development programs, urban infrastructure assessment, and urban classification projects for submission to competent authorities for approval in accordance with regulations and ensuring the set schedule; develop plans and solutions to support people in adjusting and changing information in land use right certificates, and expedite the issuance of land use right certificates to people; adjust the automated system for changing citizen identification information; guide the correction of land cadastral records to ensure people's rights regarding land-related procedures; develop plans and methods for consolidating the organizational structure and personnel after the merger, ensuring compliance with regulations.
In accordance with Resolution 39 of the Politburo and Action Program No. 68 of the Nghe An Provincial Party Committee, on March 28, 2024, the Con Cuong District Party Committee issued Plan No. 217 KH/HU. Accordingly, the district has identified several key tasks and priorities for implementation. One of these is to develop "Tra Lan town" into a type 4 urban area with an eco-tourism orientation by 2030. Many tasks and projects need to be implemented. There will be many difficulties, especially regarding resources; however, Con Cuong district will be determined and united, maximizing its internal resources to achieve this goal. During the implementation process, Con Cuong district hopes to receive guidance and support from the Provincial Party Committee, the Provincial People's Committee, and relevant departments to help the locality achieve its set objectives.
