At this time, going along the Ta Lam dike running through the communes of Hung Loi, Chau Nhan, Xuan Lam...Hung Nguyen district, it is not difficult to see long lines of cars, motorbikes, livestock, and food stacked on the dike. The reason is that these localities have areas completely outside the dike that are heavily flooded, so vehicles and livestock must be brought up to the dike for shelter and preservation.

Present at Hung Loi commune, Hung Nguyen district on the morning of October 1, the reporter recorded that the water level in hamlets 1, 2 and 5 of the commune was over 1 meter, some places were 1.5 meters deep, higher than on September 30. People were completely isolated and had to move by boat.

Ms. Nguyen Thi Mui in Hung Loi commune said: "The flood water is too high, the house is damp so we have to stay at our children's house inside the dike to ensure safety. As for the buffalo and cows, we have brought them all up to the dike. The family has been taking turns wading back home to collect straw for the buffalo and cows to eat for the past two days...".

Mr. Nguyen Van Nam in Hung Loi commune added: "As people living in flood-hit areas, we are familiar with bringing our assets, vehicles, and livestock to the dike to escape the flood. My car has been on the dike for 2 nights now, unable to return home because the village is flooded with ice. To avoid the rain and wind, I have to stretch out a tarpaulin to protect my car."
Mr. Phan Huu Dao - Chairman of Hung Loi Commune People's Committee said: Water from upstream continuously poured in over the past few days, causing hamlets outside the dike such as hamlets 1, 2 and hamlets 5 with 580 households and more than 1,300 people to be completely isolated. However, knowing the severe flooding situation, people proactively brought vehicles, livestock and property to the dike to avoid the flood, this is a "tradition" of local people every rainy season. Some households even built barns for buffaloes and cows to avoid the flood for many days.

"However, leaving property on the dike for many nights, especially cars and motorbikes, poses a potential risk of insecurity, especially motorbike theft. Therefore, the locality has just recommended that people proactively lock their vehicles, and at the same time, assigned militia and self-defense forces to patrol every night to ensure the safety of people's property," Mr. Dao emphasized.
In Chau Nhan commune, the most severely flooded area in Hung Nguyen district, on the morning of October 1, the water level was still about 40 cm higher than on September 30, causing the bridge leading to the old Hung Nhan commune to be flooded, completely isolating the entire area, cutting off 1,100 households and more than 5,000 people. Many people's vehicles could not move, so they had to ask the authorities to transport them or bring them to the dike for storage.

Mr. Phan Dinh Hoan - Vice Chairman of Chau Nhan Commune People's Committee said: "Because they live with floods all year round, many people have built their own self-rescue islands and received support to build huts. During the rainy and stormy season, people bring their livestock and assets to the huts to avoid floods, so they no longer depend too much on bringing them to the dyke to avoid floods like before. However, some households do not have their own self-rescue islands and are deeply flooded, so they still proactively bring their livestock and vehicles to the dyke to ensure safety."

According to a report from Hung Nguyen district, the circulation of storm No. 4 flooded 15 hectares of summer-autumn rice (Hung Tay commune), more than 100 hectares of vegetables, fruit trees, and greenhouses were completely damaged, and 104 hectares of aquaculture were swept away. The entire district had nearly 3,000 households severely flooded in 37 hamlets...
Water levels are still high in key communes such as Chau Nhan, Hung Loi, Xuan Lam, Hung Trung... and there are no signs of receding./.
