Accordingly, in the past time, departments, branches and localities have seriously implemented the Working Regulations of the Provincial People's Committee. However, the advisory documents of some agencies and units are not within their authority or exceed their authority according to regulations,...
To overcome the above situation and ensure discipline and administrative order, Chairman of the Provincial People's Committee Nguyen Duc Trung requested:
1.Directors of departments, heads of branches, units, Chairmen of People's Committees of districts, cities and towns:
- Continue to strictly implement the content of Official Dispatch No. 5958/UBND-TH dated August 5, 2022 of the Provincial People's Committee Chairman on strengthening discipline, order, improving quality and progress of work consultation.
- Directly sign and submit advisory documents:
+ Submit to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee, the Provincial People's Council session, the Provincial People's Committee session, the Provincial People's Committee Party Committee session and documents advising the Provincial People's Committee to send to the Government, the Prime Minister, ministries, branches, and central agencies (except for documents with simple content).
+ Contents on planning (including planning adjustments), plans, programs, projects; investment policies for projects (including adjustments, extensions, withdrawals, etc.); functions, tasks, organizational structure; personnel work, payroll; inspection work, handling of complaints and denunciations.
+ Other important content.
2.For documents submitted to the Provincial People's Committee for approval: Agencies and units are required to submit to departments and branches (according to assigned State management functions, consulting on handling) for appraisal and submission to the Provincial People's Committee, avoiding sending to higher levels.
3. Upon receiving a document that does not meet the requirements, the Provincial People's Committee Office shall, within a maximum of 2 working days, return the documents and submissions if the presiding agency does not sign the document within its authority or does not have complete documents as prescribed; advise the Chairman of the Provincial People's Committee to criticize, and at the same time, notify the Provincial Party Committee of the Provincial Agencies and the Provincial Emulation and Reward Board to consider annual emulation.
