Chairman of the Provincial People's Committee: Focus on reviewing goals and targets to be determined to achieve the highest level
Chairman of the Provincial People's Committee Nguyen Duc Trung requested all levels, sectors and localities to review the goals, targets, tasks and solutions set out at the beginning of the year to focus on implementation to ensure goals, progress and quality; closely follow the goals and targets approved by the Provincial People's Council, determined to achieve the highest level.
On the morning of June 25, under the chairmanship of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung, the Provincial People's Committee held its regular June meeting to listen to and give opinions on important content.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; together with representatives of the Provincial National Assembly Delegation, the Provincial Fatherland Front Committee, the Provincial Party Committee of the Provincial Agencies; leaders of departments, branches, and 21 districts, cities and towns.

Continue to maintain growth momentum
In the first 6 months of 2024, under the drastic, timely and effective leadership and direction of the Provincial Party Committee, People's Council and Provincial People's Committee; the efforts of all levels, sectors, business community and people in the province, in general, the socio-economic situation continued to maintain growth momentum, had positive changes and achieved many important results in all sectors and fields.
In particular, the Provincial People's Committee has paid attention to and focused on implementing the Action Programs and plans to implement Resolution No. 39-NQ/TW of the Politburo, especially coordinating with central ministries and branches to complete the dossier to submit to the National Assembly for approval of the Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province.

According to data released by the General Statistics Office, the growth rate of total product in the province in the first 6 months of the year is estimated at 6.76%, ranking 3rd in the North Central region and 26th in the country, higher than the same period in 2023.
Budget revenue in the first 6 months of the year is estimated at 11,897 billion VND, reaching 74.8% of the estimate assigned by the Provincial People's Council, equal to 140.2% of the same period and exceeding the set scenario (8,615 billion VND). The industrial production index in the first 6 months is estimated to increase by 10.03% over the same period.

As of June 15, the province had granted 39 new projects and adjusted 77 projects, with a total capital of VND16,921.9 billion. Compared to the same period last year, the total newly granted investment capital was 1.14 times higher. The total public investment plan disbursed VND3,281.992 billion, reaching 36.16%, 29.7% higher than the same period.
The cultural and social fields are of interest, social security is ensured. Foreign affairs are actively implemented, with many outstanding results. Administrative reform and digital transformation are focused on and have many remarkable results. National defense, security and social order and safety are ensured.

At the meeting, leaders of localities and sectors focused on discussing the socio-economic situation in the first 6 months of the year and tasks and solutions for the last 6 months of the year; focusing on tasks of disbursing public investment capital, implementing important projects, administrative reform, etc.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Bui Dinh Long emphasized that in order for the high school graduation exam to be successful, he requested that localities and related sectors pay attention to ensuring conditions and creating the most favorable conditions for students to do their best on the exam.

Pointing out that some national target programs have low disbursement rates up to this point, including the reason for slow settlement records, comrade Bui Dinh Long suggested that district leaders increase field inspections, focusing on commune-level projects as investors to soon put the works into use and speed up the settlement work.
In addition, in the province, there have been 21 cases, 26 children died due to drowning, although there have been many efforts, the number of drowning cases has not decreased. Therefore, it is recommended that sectors, localities, organizations, and unions strengthen warning and propaganda work; increase the organization of summer programs and activities, thereby reducing the number of tragic drowning cases.

Emphasizing that the hot weather leads to a very high risk of forest fires, Vice Chairman of the Provincial People's Committee Nguyen Van De requested localities to pay attention to directing fire prevention and fighting work with the motto "4 on-site"; in which, fully consolidating fire fighting forces and equipment, strictly punishing those who cause fires.
Regarding the fisheries sector, comrade Nguyen Van De requested coastal localities and sectors to resolutely direct two important contents, which are the rate of fishing vessels installing voyage monitoring equipment and focusing on monitoring the output of aquatic products passing through ports. On the other hand, speed up the site clearance for the Ban Mong Reservoir Project.

Appreciating the results of the first 6 months of the year, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh requested that sectors and localities continue to have solutions to increase budget revenue more sustainably. On the other hand, the disbursement rate of public investment capital has not yet met the requirements, partly due to the low capacity of construction contractors, some limitations in construction, and difficulties in site clearance.
On that basis, the Standing Vice Chairman of the Provincial People's Committee requested the districts to reorganize the Project Management Board to ensure the quality of the works and accelerate the disbursement of public investment capital; pay attention to propaganda work to raise people's awareness of fire prevention and fighting; pay attention to solving the problem of surplus staff after the merger... In particular, localities need to review and re-evaluate the programs and goals of implementing the Resolutions of Party Committees at all levels.
Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that, in the context of general difficulties in the first 6 months of the year, the implementation of socio-economic development tasks of the province achieved many positive results.
In terms of economy, although the growth rate has not reached the target, it continues to maintain growth momentum, with each quarter higher than the previous quarter, and the first 6 months of 2024 higher than the same period in 2023. In addition, there are 5 quite positive points: industrial growth recovers; export turnover continues to increase; budget revenue is positive in terms of collection progress and revenue structure; public investment disbursement is higher than the average in 2023; investment attraction is quite good.

In terms of culture and society, the province has organized many major activities and events. The rate of national excellent students ranks 4th in the country. Medical examination and treatment for people is well implemented. Employment and social security are given attention.
Regarding key tasks, the province has completed the draft Resolution on piloting additional specific mechanisms and policies for Nghe An for the National Assembly to consider and vote; prepared conditions for approving the plan to implement the Provincial Planning; proposed the Provincial People's Council to organize 3 thematic meetings to resolve arising issues.
In addition, the province has coordinated well with ministries, branches and agencies to implement key projects in the area. Management, operation and administrative reform have changed, becoming more positive and drastic. National defense, security and social order and safety have been ensured. Foreign affairs, especially economic diplomacy, have been actively carried out.

Chairman of the Provincial People's Committee Nguyen Duc Trung also pointed out the difficulties and limitations in the first 6 months of the year. The growth rate has not reached the scenario, especially in the service sector. Despite efforts in site clearance, progress in some key projects is still limited.
The disbursement rate of public investment capital in some units and two national target programs is still low. The settlement of investment procedures for investors in some sectors and localities is still slow. The settlement of complaints and denunciations still has some shortcomings, and some cases have not been completely resolved. Drowning in children occurs frequently.
Determined to reach the highest level
Emphasizing the tasks in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested that sectors, levels and localities review the goals, targets, tasks and solutions set out at the beginning of the year to focus on implementation to ensure goals, progress and quality, closely following the goals approved by the Provincial People's Council, determined to achieve the highest goals.

Sectors and localities focus on building socio-economic development plans and state budget estimates for 2025 to ensure progress and quality; review areas, sectors, products and services with room to promote growth; remove difficulties and obstacles for investors and enterprises to promote production and business activities, contributing to the development of the province.
Regarding the key tasks in the third quarter, the Chairman of the Provincial People's Committee requested that the sectors carefully prepare the contents to be submitted to the regular meeting of the Provincial People's Council in July; prepare reports and contents to explain and clarify issues of concern to voters and delegates.
The Department of Planning and Investment proactively coordinates with sectors and agencies to develop a plan to implement the Resolution on piloting the addition of a number of specific mechanisms and policies for the province's development; complete the plan to implement the Provincial Planning. The Department of Home Affairs closely follows the review of the Project on expanding the administrative boundaries and urban space of Vinh city, the Project on rearranging administrative units at district and commune levels for the period 2023-2025.

The Department of Agriculture and Rural Development completed the dossier for approval of the planning of the High-tech Forestry Zone; strengthened forest fire prevention and control; coordinated with the border guard force to handle existing problems related to combating illegal, unreported, and unregulated fishing; accelerated the disbursement of funds for site clearance for the Ban Mong Reservoir Project and the Khe Lai - Vuc Mau Reservoir Project.
Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the sectors to organize a good conference to discuss solutions to remove difficulties in labor resources, especially for FDI enterprises in the area.
Regarding site clearance, comrade Nguyen Duc Trung requested localities to strengthen mobilization and propaganda for people, focusing on removing obstacles in site clearance for the 500kV line project, circuit 3, National Highway 7 renovation and upgrade project, Coastal Road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An), Traffic route connecting from National Highway 7C (Do Luong) to Ho Chi Minh road (Tan Ky), Vinh - Cua Lo Highway project, Tho Loc Industrial Park project (phase 1), Hoang Mai II Industrial Park project and 110kV, 220kV line projects, transformer stations.

In the coming time, the Finance sector will manage the budget strictly and economically; cut unnecessary spending tasks and items assigned from the beginning of the year but not spent by June 30; at the same time, guide sectors to build estimates to allocate the budget according to regulations; increase the application of electronic invoices and collect tax debts.
Departments, branches, localities and investors continue to review and remove obstacles and difficulties; strengthen field inspections, take advantage of favorable weather to speed up the implementation progress and disbursement of public investment capital. The Planning and Investment sector reviews the disbursement capacity of each project and advises on adjusting capital of undisbursed or slow-disbursed projects to projects with better disbursement capacity, especially key projects.
Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Departments of Education and Training, Labor - Invalids and Social Affairs to closely coordinate with localities to well organize the 2024 High School Graduation Exam; well organize the War Invalids and Martyrs Day to ensure solemnity, meaning, practicality, effectiveness and suitability to the actual situation of the locality.

Sectors and localities also need to pay attention to seriously and effectively implementing the tasks of improving the private business environment, administrative reform, digital transformation, and implementing Project 06 of the Government; in which, strengthening discipline and administrative discipline, improving quality and efficiency in performing assigned work and tasks, having implementation plans and reporting results periodically.
Comrade Nguyen Duc Trung requested the provincial police to strengthen inspections of fire prevention and fighting work at service businesses, rental properties, and apartment buildings.
