The work of preventing and fighting the Covid-19 epidemic has entered a new normal state, as shown by the sharp decrease in the number of infections, the rate of severe infections, the very low mortality rate (under 0.02%), and the recovery of basic service activities. Economic activities have maintained growth and recovered positively. The number of tourists has increased, the industrial index has increased quite well, investment attraction has achieved positive results, budget revenue has exceeded the revenue estimate, investment capital disbursement has reached over 20%, and security and social order and safety have been maintained.

However, the Chairman of the Provincial People's Committee also emphasized that site clearance is still a difficult problem for many localities and sectors. In the disbursement of public investment capital, many sectors and localities still have low rates.

7 KEY CONTENTS IN MAY 2022

Regarding the key tasks and solutions for May, the head of the Provincial People's Committee emphasized 7 specific groups of contents. The first is to continue to pay attention to the work of preventing and fighting the Covid-19 epidemic, especially the work of injecting the third dose of vaccine for people over 18 years old and vaccinating children to ensure safety and effectiveness. The health sector proactively takes measures to respond to unexpected Covid-19 epidemic situations that may occur.

Departments, branches and localities shall promote, urgently and resolutely, synchronously and more effectively implement tasks and solutions for socio-economic recovery and development according to Resolution No. 11/NQ-CP of the Government in all fields. Working groups of the Provincial People's Committee shall continue to perform their tasks well, following the growth scenario to implement according to plan. Branches shall coordinate with localities to promptly resolve arising issues.

The Chairman of the Provincial People's Committee also assigned specific tasks to departments and branches. In particular, the Department of Planning and Investment continues to review and complete the Provincial Planning for the period 2021-2030, with a vision to 2050, and consult with central ministries and branches on the Draft Provincial Planning, ensuring progress in submitting it to the Prime Minister for approval. Focus on developing the Summary Report on 10 years of implementing Resolution No. 26-NQ/TW of the Politburo according to the set plan.

The Department of Planning and Investment organizes the implementation of some contents on the deployment and implementation of investment and business projects of the Government's Special Working Group; Advises on the issuance of procedures for implementing investment projects in the province and amends the regulations on coordination in inspecting and handling slow-progressing projects; Advises the Provincial People's Committee to issue a plan and list of slow-progressing projects that need to be inspected.

The Department of Agriculture and Rural Development reviews issues to ensure production services; prevent and control plant diseases; advises on measures to remove difficulties and obstacles in the aquaculture sector; supports businesses in developing medicinal plants under forest canopy; proactively prevents and fights forest fires; proposes central support to overcome damage caused by natural disasters and epidemics; and high-tech forestry zones.

The Southeast Economic Zone Management Board coordinates with the Ministry of Planning and Investment to submit to the Prime Minister for approval the investment policy of Hoang Mai II Industrial Park Project and Tho Loc Industrial Park Project; Support and urge to speed up the investment procedures of Cua Lo deep-water port project... Pay attention to and grasp the situation of labor relations in enterprises investing in production and business in the Economic Zone. The Industry and Trade sector continues to review and remove obstacles for industrial production activities.

The tourism sector continues to implement solutions to promote recovery, especially coordinating with the Department of Labor, Invalids and Social Affairs to solve human resource difficulties for the tourism sector. Coordinate with localities to ensure tourism activities comply with regulations, ensuring that tourists coming to Nghe An are happy, comfortable and safe.

The Ministry of Natural Resources and Environment coordinates with other sectors to implement Decision 10 of the Prime Minister on procedures for approving the conversion of land use purposes for two or more rice crops with an area of ​​less than 500 hectares and special-use forest land and protective forest land of less than 50 hectares, concretizing Resolution 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province; completing the draft Resolution of the Provincial Party Committee Standing Committee on leadership to improve efficiency and implement the strategy for sustainable development of the marine economy to 2030, with a vision to 2045; urging the settlement of the backlog of granting land use right certificates to households and individuals.

Regarding the disbursement of public investment capital, the Chairman of the Provincial People's Committee requested departments, branches, localities, and investors to take advantage of favorable weather to speed up the progress of projects, especially key projects. The Department of Planning and Investment needs to strengthen work with investors, conduct surprise inspections of projects to remove obstacles with the goal of ensuring 100% disbursement of public investment capital.
