Many problems after merging communes and towns
At the conference, delegate Tran Nhat Minh reported to voters on the program and content of the second session of the 15th National Assembly and issues related to the session scheduled to take place from October 20 to November 13, 2021.
Within the framework of the conference, voters sent many opinions to the National Assembly, focusing on the fields of social policy, internal affairs, socio-cultural fields, education and issues related to Covid-19 prevention and control.

Specifically, according to the synthesis of voters of Hung Nguyen district, since February 2019, the whole district has 10 communes merged into 5 communes and up to now, the arrangement of redundant cadres has encountered many difficulties, some cadres have had to quit their jobs. Implementing Decree 34 for redundant cadres after the merger, it is recommended that the Provincial People's Committee have a support mechanism to motivate cadres in the streamlining category and ensure their rights. In addition, cadres and people also requested the Provincial People's Council and People's Committee to restore and resume operations with three non-professional positions: veterinary cadres, agricultural extension cadres and commune-level radio stations.
In the social field, delegates said that currently online teaching still has many shortcomings and suggested additional support policies for disadvantaged students; many schools, especially at the primary level, are still lacking teachers.

Voters in Chau Nhan, Hung Loi, and Hung Phuc communes also had opinions directly related to local people, such as the need to quickly arrange enough vaccines and expand to many subjects; invest in upgrading infrastructure for irrigation canal systems, roads, schools, pay attention to clean water for people, and increase compensation prices for agricultural land.
Some voters also expressed concerns about the implementation of policies and regimes. Voter Nguyen Huu Giam - Chairman of the Elderly Association of Chau Nhan commune proposed that the National Assembly lower the age of receiving allowances for the elderly from 80 years old to 75 years old; suggested not to cut the elderly allowance regime for those who have received regular pensions to ensure humanity; and have policies and regimes for officials of the Elderly Association at the commune level. Specifically, currently, the Elderly Association has many members and a lot of work, but currently only the Chairman of the Elderly Association has allowances, the remaining members of the association have not received attention.
Voter Phan Thi Thuy Dung - civil servant in charge of labor, war invalids and social affairs in Chau Nhan commune suggested that it is necessary to consider a centralized nursing care regime for people with meritorious services. These people are getting older and their health is getting weaker, but the time for nursing care is not reasonable, and concentrating too many people in nursing care is also not suitable for the elderly.

Voter Tran Kim Long - Hung Loi commune requested delegates to pay attention to supporting resettlement planning land for 57 households in hamlets 6 and 7, Hung Loi commune, Hung Nguyen district.
Voter Nguyen Dinh Hoan - Head of Chau Nhan Commune Health Station suggested that the current support level for grassroots health workers of 40,000 VND/day is too low and does not distinguish between normal days, holidays, and Tet. The support level for health workers at checkpoints is also not suitable for the nature of the work.
Concerned with implementing people's issues
At the conference, Chairman of the People's Committee of Hung Nguyen District, Le Pham Hung, directly answered voters' questions about the contents under the district's authority. For now, the district has compiled opinions on support for freelance workers to submit to the province for consideration and supplementation, and requested to provide more vaccines to expand the subjects.
Opinions on expanding Mi market and upgrading and repairing road 542B have also been considered and the district is asking for more capital to complete the project...

The leader of Hung Nguyen district also said that recently the district has called on investors to survey locations to build water plants for communes along Lam River, on Highway 46C. However, due to the specific nature of the project, investing in clean water plants is still not feasible.
Speaking at the conference, delegate Thai Van Thanh - Director of the Department of Education and Training acknowledged the opinions and contributions that voters sent to the conference, demonstrating the voters' sense of responsibility towards the National Assembly.

Delegate Thai Van Thanh also explained to voters a number of issues related to policy resolution and affirmed that the province is currently implementing them methodically, with the right people and the right subjects.
Some issues reflected by voters such as the restoration of titles at the commune level have also been discussed in the People's Council meetings and are being considered for adjustment, but must be balanced with the resources of the province and the State. In his role as Director of the Department of Education and Training, delegate Thai Van Thanh also explained some issues related to the study of training certificates according to professional title standards for teachers, the problem of teacher shortage and the implementation of the new general education program.
