Today, the Hung Nguyen District Party Committee solemnly opened the 29th District Party Congress, term 2020 - 2025. This is an extremely important event in the political life of the district. On behalf of the Provincial Party Standing Committee and the provincial working delegation, I would like to send my warmest congratulations. Wishing the Congress great success.

Hung Nguyen is a district with a long-standing historical and cultural tradition. This place is considered a "spiritual land of outstanding people", producing many outstanding historical figures; it is the place that left a strong mark on the Nghe Tinh Soviet movement of 1930 - 1931. The people of Hung Nguyen district have a tradition of revolution, diligence, intelligence, studiousness, and creativity.

Based on those historical and cultural values, during the past term, the Party Committee and people of Hung Nguyen district have promoted revolutionary traditions, solidarity, consensus, overcome difficulties, strived and achieved many important results in all fields.

The economy continues to grow well, with an average growth rate of 9.16% in the 2016-2020 period. The economic structure has shifted in the right direction. New rural construction has achieved quite good results. Culture and society have made much progress, social security has been taken care of, and the material and spiritual life of the people has been improved. The tasks of national defense, local military, political security, and social order and safety have been well performed. Party building and political system building have achieved many positive results.

On behalf of the Provincial Party Standing Committee, I warmly commend and congratulate the achievements that the Party Committee and people of Hung Nguyen district have achieved in the past term.

Dear comrades!

In addition to the achievements, we also need to clearly see some shortcomings and limitations. There are still some targets of the Resolution of the 28th Congress that have not been achieved (5/26 targets, including important targets such as economic growth rate, average income per capita...). Investment attraction in the area is not very effective; socio-economic infrastructure has not met development requirements; administrative reform is still slow.

The situation of crime, social evils, security in specific areas, and complaints from citizens are still potentially complicated. The leadership and direction capacity of the Party organization, the management and operation of the government, and the activities of the Fatherland Front and mass organizations still have certain limitations.

I propose that the Congress discuss, analyze, and deeply evaluate the above-mentioned shortcomings and limitations, clarify their causes, draw lessons, and thereby propose effective solutions.

Dear Congress!

The political report presented to the Congress has outlined quite fully and in detail the main directions, tasks, goals and solutions for the period 2020 - 2025. The Provincial Party Committee Standing Committee and the sectors have also contributed their opinions and issued a concluding notice. At this forum, I would like to suggest and emphasize the following issues for the Congress to consider.

First of all, Hung Nguyen needs to fully and accurately assess the factors that greatly affect the development of the district in the coming period. Our ancestors have a saying "first near the market, second near the river". That is talking about the convenience for trading, business, work and living. Hung Nguyen's area has both of those: adjacent to the first-class urban area of ​​Vinh and running along the Lam River from Hung Lam, through Hung Xuan, then Hung Xa, Hung Long to Hung Linh (familiar commune names before the merger).

Hung Nguyen has a narrow land area, a large population, and a high population density. It is a traditional district that is basically purely agricultural in terms of labor structure and cultivated land area. Recently, there have been many large projects in the area.

The province's guiding viewpoint and ideology is that in areas near Vinh city, it will limit the development of industries that have a great impact on the environment, and encourage investment in the direction of increasing productivity of total factors in the development process.

I would like to share with you some of the following tasks:

The first,Regarding planning and land use planning. Although a small district, Hung Nguyen has a large area of ​​favorable land for large provincial projects and other transport and irrigation infrastructure works. The remaining area is clearly less advantageous in terms of logistics.

Therefore, the use of the district's land fund needs to be economical, ensuring convenience for the production and service chain and avoiding fragmentation, separation and dispersion; prioritizing projects and production and business activities using high technology, requiring little area, attracting scientific and technological research activities; paying attention to small-scale handicrafts; further increasing the value obtained per unit of cultivated area.

Monday,on the construction and urban development of Hung Nguyen, specifically Hung Nguyen town and the towns; perform well the role of connecting with neighboring areas for mutual development. It would not be wrong to say that the current Hung Nguyen town clearly demonstrates, typically, the limitations in urban development of Hung Nguyen.

We can easily see that the planning, urban space arrangement, infrastructure construction, architectural picture, zoning functions... of the town are at a low level of development; the economic and cultural leading role of the town is still vague.

The requirement is to connect with Vinh city as a unified economic space, minimizing difficulties and obstacles from the administrative space boundary between Hung Nguyen and Vinh city...

Thus, Hung Nguyen's task is not only to study its own internal problems but also to study the trends, advantages and disadvantages of Vinh city to choose a suitable path for Hung Nguyen, to choose development opportunities for Hung Nguyen...

The idea of ​​“unified economic space” with Vinh city will lead us to think about organic relationships, about reasonable division of economic development directions and models: From industries, fields to products, goods, services...

What does Vinh City need? What can't Vinh City do? What would be better and more beneficial for both if Hung Nguyen and Vinh City do together?... These are the questions that you must always have in mind and must find answers that are appropriate to the specific situation and context of reality at each point in time.

Another content of the urban issue is to develop market towns, areas where population and labor can be concentrated to ensure effective investment and development...

In particular, I hope that in the near future, there will be many towns in the communes along the Lam River to develop eco-tourism associated with tourism to learn about the culture and history of a land rich in traditions such as Hung Nguyen... I think that comrades should pay more attention to closely connecting with Nam Dan - as a special tourist destination for mutual development.

Tuesday,Regarding the construction of new rural areas, Hung Nguyen is about to complete the district-wide new rural area plan and comrades are setting the goal of building advanced new rural areas and model new rural areas. What is the content of those issues? What is its form and color? Does Hung Nguyen have specific standards, both qualitative and quantitative? About model new rural areas?

All these issues must be answered soon to ensure the construction process is on the right track, shortening the time to carry out specific tasks. New rural areas, advanced new rural areas, and models must always be based on the pillars: Actual living standards, spiritual and cultural life and safety (natural environment, social environment) for each person and community; in which, the assessment of people's living standards must be extremely accurate, close to reality, and not just look at some general statistics on the external form.

Pursuing or in other words, building one of the core values ​​of the new countryside. There has been a pursuit of achievements (setting planning targets), there has been a focus on form (only relying on a few infrastructure works to evaluate) and there is also a simplistic, extreme concept of "new" in thinking about old - new. This has been seen in the movement of concreting, solidifying works and the isolation and separatism in rural housing construction today.

We are so busy pursuing some issues that we forget that the greatest and most sustainable value is the friendly factor in the new countryside: being friendly with the natural environment, considering nature as a "mother", a protector, being friendly with the social environment, that is the responsibility, the neighborly love with the community. Let's make the countryside always and forever the place we want to return to.

Wednesday,more drastic in administrative reform. Although the administrative reform policy has been issued by the Party and the State for a long time, reality shows that this is still one of the most limited issues in the process of performing the functions and tasks of all levels and sectors.

Failure to implement clear administrative reform requirements causes consequences, causes resentment among the people, affects people's rights, causes congestion, hinders the operation and development of society and worse, it is a place to show the degradation of officials' sense of responsibility and moral qualities...

Therefore, in this term, comrades should focus on leadership and direction to have strong innovation in the field of administrative reform. It is necessary to have a plan to review procedures and processes in agencies and units, resolutely not allowing procedures and processes outside of regulations to exist, causing inconvenience to people and businesses; be patient in listening to feedback from people and businesses and strictly handle officials who violate or lack responsibility.

I emphasize administrative reform because this is extremely important for the goal of attracting investment, developing production and business and serving the people in the coming time of Hung Nguyen...

Rankyear,Regarding personnel work, the first thing that needs to be done is to overcome the limitations and weaknesses in this work of the last term, such as the inheritance and continuity in the arrangement and promotion of personnel have not been proactively ensured; the breakthrough thinking and daring to think and act of leaders at all levels are not strong, the operational efficiency and work quality of officials at all levels are not high...

In the coming period, the tasks will be increasingly difficult, the demands of the work will be increasingly high. Therefore, improving the capacity and responsibility of cadres, party members, party committees, authorities, and the political system at all levels is a very important issue for Hung Nguyen.

Improving the quality of the staff must be associated with strong administrative reform and promoting the exemplary role of Party leaders. In addition, it is necessary to pay attention to innovating working methods, closely following the grassroots, grasping the situation and taking specific results in performing tasks as a measure of staff capacity...

Immediately after the Congress, I request the District Party Executive Committee, term XXIX, to urgently develop a plan and action program, assign specific organizations and individuals responsible for implementing the Congress Resolution as soon as possible. With high political determination, I believe that the Party Committee and people of Hung Nguyen District will strive to successfully implement the goals and tasks set out in the Congress Resolution.
