Reporter:Dear Chairman of the Provincial People's Committee, how do you evaluate the efforts of the Party Committee, government and people of Thai Hoa town in implementing the National Target Program on New Rural Construction, which has recently been recognized by the Prime Minister as meeting the standards?

Comrade Nguyen Xuan Duong:The fact that Thai Hoa town was recognized by the Government as meeting the new rural standards and being the first district-level locality in the province to be recognized with this title is the inevitable result of the efforts of Party committees at all levels, the political system from the town to the grassroots, with the attention, support and direction of the Central and the province. It can be said that the communes of Thai Hoa town implemented the National Target Program on New Rural Construction with a low starting point, the average review result in 2010 only reached 5.2 criteria/commune; however, Thai Hoa town has been creative, flexible and effective in implementing the program such as: Doing a good job of disseminating the Party's guidelines and policies, the State's laws, creating consensus within the whole Party and the whole people to join hands and unite to build new rural areas; Issuing plans, identifying planning as a key important step; There are many specific action programs and slogans, such as: "60 days of building rural roads to celebrate the town's founding day on May 10"; "60 days to reach the new rural area 2015", "7th day movement to build new rural areas",...

There is a plan to assign comrades in the Standing Committee of the Town Party Committee to be team leaders directly in charge of communes and assign comrades in the steering committee to be in charge of specialized fields, closely following the base to direct and advise on removing difficulties and obstacles. Thai Hoa town identifies production development, increasing income for farmers as the core, building sustainable new rural areas, so it has successfully directed the consolidation of land, plot exchange, and crop restructuring. In addition to the policies of the Central and the province, the town has issued a mechanism to support communes in developing production to build new rural areas. Thanks to that, in just 5 years (2010 - 2015), Thai Hoa town has mobilized more than 2.3 trillion VND in resources to build new rural areas.

On February 24, 2016, the Prime Minister recognized Thai Hoa town as meeting the new rural standards in 2015, which will be a premise for Thai Hoa town to realize its goal of becoming a type 3 urban area according to the planning orientation of the Nam Thanh - Bac Nghe region according to Decision No. 1447/QD-TTg dated September 16, 2009 of the Prime Minister, and the 2nd Congress of the town Party Committee, term 2015 - 2020.

Reporter:When Thai Hoa town is the first district-level unit of Nghe An province to be recognized as meeting new rural standards, what significance will it have in promoting this movement throughout the province, comrade?

Comrade Nguyen Xuan Duong:Thai Hoa town was recognized by the Prime Minister as meeting the new rural standards, which has added great motivation and created a ripple effect for localities in the province to continue their efforts to implement the National Target Program on New Rural Development, creating a new look and new vitality in the villages in Nghe An province. From the practice in Thai Hoa, we can draw some lessons and experiences in leadership, direction, management and operation as follows:

First: We must do a good job of propaganda to the people so that each person understands that they are the direct beneficiaries, and from there organize implementation and supervise the implementation process.

Second: Clearly assign and divide leadership and direction tasks; publicize and make transparent mechanisms and policies; develop plans and roadmaps to complete missing and weak criteria compared to regulations; regularly inspect, urge, guide and remove difficulties and obstacles at the grassroots level. At the same time, master the system of new rural criteria to have proactive and creative ways of working, suitable to the actual conditions of each locality.

Third: Flexibly integrate programs and projects to maximize resources in effective new rural construction, noting that people's resources always play a great and decisive role.

Fourth: There must be a synchronous and effective command system; there must be a competent, professional, practical and effective support apparatus...

Reporter:To achieve the goal of having 50% of communes and 3 districts meeting new rural standards by 2020, what tasks and solutions must Nghe An focus on, comrade?

Comrade Nguyen Xuan Duong:According to the plan targets set for 2020, the whole province will have 50% of communes (216 communes) and 3 district-level units meeting new rural standards. This is a very heavy task, but with the high determination of the Party Committee, the government and especially the consensus of the people, we will strive to complete and exceed the targets set by the Congress Resolution. To achieve the above goals, we need to carry out a number of tasks such as:

Firstly, promote the propaganda work of new rural construction in many forms, creating high consensus in the whole society. Promote the role of the Fatherland Front and mass organizations to raise awareness in the community about the content, methods, approaches, and policies of the State so that the entire political system at the grassroots level and the people clearly understand that this is a comprehensive, long-term, and overall socio-economic development program, not an infrastructure investment project. In implementing the new rural construction program, the people are identified as the main subjects, mobilizing internal resources, with partial support from the State.

Second, from the Central policies, Nghe An will perfect the province's policy mechanism to support investment in new rural construction; continue to implement the policy of supporting cement for rural roads for communes registered to meet new rural standards according to the plan and communes with good rural traffic movements.

Third, in the 19 criteria for new rural construction, although no criteria should be overlooked, they should be prioritized, with steps and a roadmap for implementation. Prioritize promoting production development, shifting economic structure, applying scientific and technological advances to production, and increasing people's income. Consolidate and improve the quality of criteria in communes that have met new rural standards, avoiding the situation of "relaxing" after meeting new rural standards.

Fourth, the plan for implementing new rural construction must be specific and detailed, clearly identify resources, ensure feasibility, clearly assign responsibilities to groups and individuals, especially the heads of Party committees, authorities, organizations, and the role of village chiefs.

For communes in mountainous areas, while the whole commune has not been built as a new rural commune, it is necessary to build new rural villages, hamlets and villages, so that the whole commune can achieve new rural commune status. Strengthen the inspection and supervision work of steering committees at all levels and socio-political organizations and people to ensure the right direction and effective development of the program.

Fifth, diversify the mobilization of resources to build new rural areas according to the motto "Mobilizing resources from the community is decisive, the participation of businesses and society is important, and support from the State budget is necessary". The use of resources for public works must be discussed democratically and agreed upon by the people, with community supervision, ensuring publicity and transparency; thereby implementing well the democratic regulations and the mobilization work to build rural technical infrastructure is increasingly consolidated and developed.

Sixth, there is a mechanism to encourage, motivate and reward appropriately, and to promptly reward units and individuals with outstanding achievements in implementing the program to encourage, motivate and promote the movement.
