Carrying out the political tasks assigned by the province, identifying the importance of site clearance work for the socio-economic development of the district, the Standing Committee of the District Party Committee issued a Resolution and Directive on focusing the entire system on directing sectors and localities to perform site clearance work well. The District People's Committee established Site Clearance Councils to implement the work.

The leadership, direction, inspection and regular supervision of Party committees and authorities at all levels have received attention, so the compensation and site clearance work of the district has had positive changes, meeting the progress of land handover to investors.

A series of key projects have been completed with great efforts in directing, operating, inspecting and supervising. The District People's Committee regularly urges and inspects; periodically holds meetings to review progress and give specific instructions.

With high determination and scientific leadership, in the period of 2016 - 2020, Hung Nguyen district focused on implementing site clearance for 22 projects, reclaiming 350 hectares of land from 4,431 households, with a total compensation and support amount of 720 billion VND. In which, focusing on the projectVSIP(300 ha), 72m road (18 ha, resettling 111 households).

High focus on North-South expressway project

North-South ExpresswayThe section through Nghe An province is about 87.84 km long, passing through Hoang Mai town and the districts of Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen. Of which, the section through Hung Nguyen district is 25.88 km long, with 13 communes, it is expected that 1,200 households will be affected, about 300 households will be resettled.

Identifying this as a key national project, the Party Committee and authorities from the district to the commune have focused on implementing it. Up to now, the district has organized meetings with the people, announced the project's policies and guidelines... Focused on developing a compensation plan for agricultural land for households of nearly 100/199 billion VND.

At Hung Dao resettlement area, the district signed a contract with a construction contractor in June 2020, and started construction in early July 2020. Currently, the contractor is building roads and drainage ditches, and is expected to hand over on October 30, 2020.

Currently, 2.45/4.9 billion VND has been completed, reaching 50% of the contract value, and the expected handover date is October 30, 2020.

The district currently has 13 resettlement areas under construction. Disbursement of GPMB capital in 2020 reached140/408 billion VND, reaching 35, expected to focus on disbursing 60% by September.

For agricultural land, currentlyHung NguyenThere are still 8 hectares in the process of compiling compensation records for land acquisition and clearance. Compensation for land acquisition and clearance will be completed in September. For residential land and garden land that does not require resettlement, the district has completed inventory, is pricing, making public plans, and signing with households. It is expected that money will be paid to households in September 2020.

For the assets of resettled households, the district has finished counting and pricing. It is expected that the plan will be approved in September.

Problems in the process of site clearance in Hung Nguyen district: There are 8 hectares of agricultural land, after the recovery, the remaining area is outside the planning boundary, the complex shape is difficult to produce, the people request to recover all; There are 10 affected households not included in the resettlement area, after the completion of the highway, they will be isolated outside the residential area requesting resettlement. In addition, the district also proposed a number of issues regarding site clearance for power lines and other technical infrastructure works that are currently stuck.

Hung Nguyen is currently mobilizing the entire political system to participate in planning the implementation of the remaining site clearance volume; speeding up the disbursement plan; increasing staff, establishing many working groups to simultaneously carry out compensation, support, resettlement, and relocation of technical infrastructure works; focusing on inventory and making compensation plans for households that must be relocated and resettled before September 30, 2020...
