(Baonghean.vn) - On June 24, 2022, the Provincial People's Committee held a regular meeting in June chaired by Chairman of the Provincial People's Committee Nguyen Duc Trung. Attending the meeting were members of the Provincial People's Committee, Committees of the Provincial People's Council; leaders of relevant departments, branches, units and People's Committees of districts, cities and towns (online).

At the meeting, the Provincial People's Committee listened to and commented on the following contents: Report on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the meeting in May 2022, thematic working sessions in May 2022; Report on the implementation of the tasks of the Working Group according to Decision No. 2416/QD-UBND and the Working Group on promoting economic growth in 2022; Report on reviewing the direction and administration of the Provincial People's Committee; socio-economic situation in the first 6 months of the year, tasks and solutions for the last 6 months of 2022 and contents under its authority.

After listening to reports from departments, branches; People's Committees of districts, cities, towns and opinions discussed at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

I. Socio-economic situation in the first 6 months of 2022, key tasks and solutions for the last 6 months of 2022

1. Outstanding results

- All levels and sectors have focused on effectively implementing the work of preventing and fighting the Covid-19 epidemic according to the motto of safe and flexible adaptation and effective control; and effectively implementing the work of vaccination.

- The total product growth rate is estimated to increase by 8.44%. Of which: The agriculture, forestry and fishery sector is estimated to increase by 4.14%; the industry and construction sector is estimated to increase by 11.65% (industry alone is estimated to increase by 12.67%); the service sector is estimated to increase by 9.22%; product tax minus product subsidies is estimated to increase by 5.22%.

- Estimated budget revenue is 10,100 billion VND, reaching 67.4% of the estimate. Of which: Estimated domestic revenue is 9,162 billion VND, reaching 66.9% of the estimate; revenue from import and export activities is estimated at 937 billion VND, reaching 72.1% of the estimate.

- Investment attraction achieved positive results: As of June 15, 2022, 50 new projects were granted and 59 projects were adjusted; the total newly granted and increased capital was VND 26,435.4 billion, of which newly granted capital was VND 13,256.7 billion, an increase of 13.64% in the number of projects and a 1.68-fold increase in total investment capital.

- The service sector has a strong recovery: Total retail sales of goods are estimated to increase by 28.83%, service revenue is estimated to increase by 25.55% over the same period. Tourists are estimated to reach over 4 million arrivals, up 134%; Total export turnover of goods is estimated to reach over 1.12 billion USD, up 24.4% over the same period in 2021.

- In the first 6 months of 2022, 2 district-level units were recognized as completing/meeting new rural standards (Hoang Mai town and Quynh Luu district).

- Cultural and social fields are focused on implementation: Completing the 2021-2022 school year program; organizing exams to ensure seriousness and safety. Successfully organizing a series of activities on the occasion of the 132nd anniversary of President Ho Chi Minh's birthday. Job creation is focused on. Social security work is focused on; activities to care for policy beneficiaries, the disadvantaged, the poor, and workers are implemented thoughtfully and promptly.

- The management and operation of the Provincial People's Committee and District People's Committees have made much progress, are more drastic and focused.

- Political security, order and social safety are guaranteed.

2. Difficulties and limitations

- Increased input prices, especially high gasoline and oil prices, have greatly affected production, business, construction investment and people's lives in the area.

- Compensation and site clearance work has been focused on; however, progress in implementation of some projects, especially key projects, is still slow compared to requirements.

- State management in a number of areas such as land, resources, minerals, etc. is still inadequate, with many violations, causing public outrage.

- Administrative reform and improvement of the investment and business environment have been focused on but have not had many changes and have not met the set requirements. Party committees and authorities in some localities have not really paid attention to and thoroughly resolved the issues that people have petitioned and complained about.

3. Key tasks and solutions for the last 6 months of 2022

3.1. Focus on leading and directing the implementation of tasks and solutions set out at the beginning of the year, closely following the growth scenario for management, striving to achieve the highest results for the goals and targets of 2022.

- Departments, branches and localities focus on performing tasks under the direction of the Government such as effectively implementing the Program for socio-economic recovery and development; preventing and fighting the Covid-19 epidemic without being subjective or negligent, especially implementing vaccination according to the set plan. The health sector proactively bids to purchase equipment, supplies and medicines in accordance with regulations.

- Focus on implementing the Projects, Programs and Resolutions approved by the Provincial Party Committee, Provincial People's Council and Provincial People's Committee according to the set schedule.

3.2. Focus on completing the contents under the responsibility of the Provincial People's Committee to submit to the Provincial People's Council meetings to ensure quality and progress.

- Departments and branches, according to their assigned functions and tasks, are responsible for fully attending meetings and discussions at the conference hall; proactively participating in reporting, explaining, and clarifying issues of interest to provincial People's Council delegates, voters, and society; proactively preparing content for questions and answers at provincial People's Council meetings.

- The Provincial People's Committee Office reviews and urges departments and branches to prepare reports and draft resolutions to ensure quality and progress for submission to the Provincial People's Council meetings.

3.3. Urgently carry out and complete important key tasks assigned by the Provincial Party Committee and Provincial People's Committee, ensuring quality and within the prescribed deadline.

- Department of Planning and Investment:

+ Complete the draft documents of the Provincial Planning for the period 2021-2030, with a vision to 2050, to advise the Provincial People's Committee to submit to the National Planning Appraisal Council in July 2022.

+ Focus on implementing Plan No. 348-KH/TU dated June 2, 2022 of the Provincial People's Committee summarizing 10 years of implementing Resolution No. 26-NQ/TW of the Politburo according to the set schedule (including the Summary Report and draft discussion contents).

+ Complete the draft Summary Report and Discussion Report on the implementation of Resolution No. 39-NQ/TW dated August 16, 2004 of the Politburo on schedule.

+ Coordinate with the Office, Provincial Party Committee and relevant departments and branches to complete the Report of the Provincial Party Committee Standing Committee and related documents to serve the Prime Minister's working program in Nghe An.

- Implement procedures to remove obstacles in two infrastructure bottlenecks of the Cua Lo Deepwater Port Project (assigned to the Southeast Economic Zone Management Board) and the Vinh Airport Upgrade and Expansion Project (assigned to the Department of Transport).

3.4. Urge to speed up implementation progress, especially key projects; promote disbursement of public investment capital.

- Focus on speeding up the progress of key projects such as: North-South Expressway Project, Coastal Road Project, Nghe An Oncology Hospital Project,...

- Departments, branches, localities, and investors review and remove difficulties and obstacles of each project to speed up the disbursement of public investment capital in 2022.

- The Department of Planning and Investment continues to review the disbursement capacity of projects to have a plan to transfer part or all of the plan to strive to complete the disbursement target of 100% of the assigned plan.

- Focus on implementing well the 3 National Target Programs to ensure the right purpose, right target, and effectiveness; must integrate capital sources, avoid resource dispersion and spread investment.

3.5. Promote administrative reform, strengthen State management; strictly implement administrative discipline and order.

- Departments, branches, localities, especially leaders, pay attention to the State management function, control cadres and civil servants assigned tasks, especially issues related to people and businesses to ensure the spirit of service. Promote administrative reform, implement digital transformation, ensure publicity and transparency of public services and administrative procedures, create maximum favorable conditions for people and businesses. Pay attention to correcting the awareness, responsibility, and public ethics of cadres, civil servants, and public employees and seriously handle violations.

- Develop a socio-economic development plan and state budget estimate for 2023 to ensure completeness and timeliness.

- Focus on synchronously and drastically implementing solutions to improve provincial competitiveness (PCI), district and departmental competitiveness (DDCI).

3.6. Ensure national defense, security, order and social safety.

- The provincial police continue to carry out tasks to ensure security and order in the area; promptly detect and strictly handle violations by cadres, civil servants and public employees in state management work.

- The Provincial Military Command focuses on practicing defense areas and civil defense at the provincial and district levels according to the set plan.

II. For recommendations from localities

Assign departments, branches and sectors according to their assigned functions and tasks to research and advise on handling recommendations and proposals from localities.

III. Contents under the authority of the Provincial People's Committee

1.Report on reviewing the direction and administration of the Provincial People's Committee in the first 6 months of 2022; directions and key tasks for the last 6 months of 2022.

The Provincial People's Committee unanimously approved the draft Report prepared by the Provincial People's Committee Office. Assign the Provincial People's Committee Office to complete the draft Report and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

2.Report on the socio-economic situation in the first 6 months of the year and key tasks and solutions for the last 6 months of 2022 and Draft Resolution of the Provincial People's Council on implementing tasks for the last 6 months of 2022.

The Provincial People's Committee unanimously approved the draft Report and draft Resolution prepared by the Department of Planning and Investment. The Department of Planning and Investment was assigned to preside over and coordinate with the Provincial People's Committee Office to complete the draft Report and draft Resolution, advise the Provincial People's Committee to report to the Provincial Party Standing Committee, the Provincial Party Executive Committee and submit to the Provincial People's Council according to regulations.

3.Report on the implementation of the public investment plan in the first 6 months of the year and tasks for the last 6 months of 2022.

The Provincial People's Committee unanimously approved the draft Report prepared by the Department of Planning and Investment. The Department of Planning and Investment was assigned to coordinate with the Provincial People's Committee Office to complete the draft Report and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

4. Report on the implementation of the public investment plan in 2022 and the expected demand for the public investment plan in 2023 in Nghe An province and the Draft Resolution of the Provincial People's Council on giving opinions on the Report on the implementation of the public investment plan in 2022 and the expected demand for the public investment plan in 2023 in Nghe An province.

The Provincial People's Committee unanimously approved the draft Report and draft Resolution prepared by the Department of Planning and Investment. 6.Draft Regulations on coordination of management of investment projects outside economic zones and industrial parks in Nghe An province.

The Provincial People's Committee unanimously approved the draft Regulation prepared by the Department of Planning and Investment. The Department of Planning and Investment was assigned to coordinate with the Provincial People's Committee Office to complete the draft Regulation and advise the Provincial People's Committee to promulgate it.

7.Draft Plan of the Provincial People's Committee on implementing Resolution No. 08-NQ/TU dated March 2, 2022 of the Provincial Party Committee on strengthening Party leadership in environmental protection work in Nghe An province for the period 2022-2030.

The Provincial People's Committee unanimously approved the draft Plan prepared by the Department of Natural Resources and Environment. The Department of Natural Resources and Environment was assigned to coordinate with the Provincial People's Committee Office to complete the draft Plan and advise the Provincial People's Committee to promulgate it.

8.Draft Resolution of the Provincial People's Council on approving the list of works and projects requiring land recovery as prescribed in Clause 3, Article 62 of the Land Law in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Natural Resources and Environment. The Department of Natural Resources and Environment was assigned to coordinate with the Provincial People's Committee Office to complete the draft Resolution, advise the Provincial People's Committee to submit to the Provincial People's Council according to regulations (For the group of 12 works and projects with a total area of ​​268.95 hectares, it is necessary to seek opinions from the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee before submitting to the Provincial People's Council).

9.Draft Resolution of the Provincial People's Council on changing the purpose of using rice-growing land, protective forest land, and special-use forest land according to the provisions of Clause 1, Article 58 of the Land Law to implement works and investment projects in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Natural Resources and Environment. The Department of Natural Resources and Environment was assigned to coordinate with the Provincial People's Committee Office to complete the draft Resolution, advise the Provincial People's Committee to submit to the Provincial People's Council according to regulations (For the group of 3 works and projects that need to change the purpose of use of 4.73 hectares of rice-growing land, the opinion of the Standing Committee of the Provincial Party Committee must be sought before submitting to the Provincial People's Council).

10.Draft Project of the Provincial People's Committee on "Developing health care work towards socialization to improve the quality of disease prevention, medical examination and treatment and improve the health of people in Nghe An province in the period 2022-2025".

The Provincial People's Committee unanimously approved the draft Project prepared by the Department of Health. The Department of Health was assigned to coordinate with the Provincial People's Committee Office to complete the draft Project and advise the Provincial People's Committee to promulgate it.

11.Draft Resolution of the Provincial People's Council on the policy of converting forest use to other purposes to implement works and projects in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Agriculture and Rural Development. The Department of Agriculture and Rural Development was assigned to coordinate with the Provincial People's Committee Office to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

12.Draft Decision of the Provincial People's Committee promulgating regulations amending and supplementing a number of contents in Decision No. 393/2018/QD-UBND dated November 26, 2018 promulgating the Regulations on coordination in resolving a number of religious issues in Nghe An province.

The Provincial People's Committee unanimously approved the draft Decision prepared by the Religious Affairs Committee. The Religious Affairs Committee was assigned to coordinate with the Provincial People's Committee Office to complete the draft Decision and advise the Provincial People's Committee to promulgate it.
