A group of tattooed young men were high on drugs at Anphaan Hotel in Vinh city.

At 3:00 a.m. on June 9, 2020, the Drug Crime Investigation Department of Nghe An Police inspected room 5003 at Anphaan Hotel, Vinh City, and discovered 12 male subjects showing signs of being "high" on drugs, confiscating 4 grams of Ketamine, 4.5 "ecstasy" pills, 2 cigarettes rolled with cannabis leaves and many tools that the subjects confessed to using to illegally use drugs.

At the time of discovery, many of the subjects in the room were still high on drugs, lying on the floor and seemingly unaware of the presence of the authorities. Through a quick test, the 12 men above all tested positive for drugs.

The identities of these people were determined to include: Nguyen Tuan Anh (born in 1975), Nguyen Trung Kien (born in 1984), Tran Quang Son (born in 1988), Nguyen Duy Trinh (born in 1985), Hoa Van Tuan (born in 1984), Bui Quang Huy (born in 1989), all residing in Bac Tu Liem district, Hanoi; Nguyen Tien Dat (born in 1984), Nguyen Xuan Long (born in 1984), Nguyen Thanh Binh (born in 1989), Nguyen Van Tinh (born in 1982), all residing in Nam Tu Liem district, Hanoi; Hoang Tuan Dung (born in 1995), residing in Thanh Tri district, Hanoi; Ngo Duy Toi (born in 1986), residing in Nghia Lo town, Yen Bai province.

These people are currently working and running a business in the field of “Financial Support”.

During the initial investigation, all 12 people confessed to illegally using drugs. The Provincial Police Investigation Agency is continuing to consolidate documents and files to clarify the roles of the subjects to handle them in accordance with the law.

Anphaan Hotel is located on Xo Viet Nghe Tinh Street (Lenin Avenue) in Vinh city.

Previously, on May 31, 2020, the Drug Crime Investigation Police Department issued a decision to administratively sanction and handle 7 subjects for illegal drug use at Muong Thanh Song Lam Hotel, Vinh City, Nghe An; handle 1 subject, the hotel manager, for allowing others to take advantage of and use drugs according to Clause 4, Article 21 of Decree 167/2013/ND-CP.
