Focus on removing difficulties and speeding up the progress of the North-South Expressway project
(Baonghean.vn) - Deputy Prime Minister Le Van Thanh requested ministries, branches and localities to focus on removing obstacles and difficulties, completing phase 1 of the North-South expressway project in the East in 2023, and phase 2 must start construction in 2022.
On the morning of June 15, under the chairmanship of Comrade Le Van Thanh - Deputy Prime Minister, the Government's Steering Committee for the implementation of the North - South Expressway Construction Project in the East met to discuss solutions to speed up the project's progress.

LAND CLEARANCE MUST BE COMPLETED BEFORE JUNE 30
The Ministry of Transport said that the project to build some expressway sections on the North-South Eastern route in the 2017-2020 period has a total length of 652.86 km, divided into 11 component projects. In early 2022, the 15.2 km Cao Bo - Mai Son component project was put into operation, while the remaining 10 projects are continuing to be implemented as planned.
Currently, the site clearance compensation work has reached 99.9%; about 0.655km remains undelivered, expected to be completed in June 2022. To date, the total value of completed construction and installation volume as of June 10, 2022 is about VND 23,544 billion, equivalent to 41.3% of the contract value, about 0.74% behind schedule. Of which, 4 projects must be completed in 2022, with an average output of 59.7%.

Currently, in addition to site clearance work, there are 2.8 million m3 of roadbed earth materials that have not completed the application for exploitation licenses; 5 soil mines in Binh Thuan province cannot be exploited. On the other hand, fluctuations in material prices, unfavorable weather, and some contractors' lack of efforts... have also affected the project's progress.
The North-South Expressway Construction Project in the Eastern Region for the 2021-2025 period has a total length of 729km, passing through 12 provinces and cities and is divided into 12 independently operated component projects. The project is being implemented to meet the progress milestones in Resolution No. 18 of the Government and the Conclusion Notice of Deputy Prime Minister Le Van Thanh.

Speaking at the conference, Mr. Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that the North - South Expressway project through Nghe An has a length of 87.84km, including 2 sub-projects: Nghi Son - Dien Chau section and Dien Chau - Bai Vot section. Currently, the province has cleared about 87.47/87.84km (reaching 99.578%); the remaining 375m has not been cleared yet.
"The problems with site clearance are mainly related to spiritual factors, religious land, some locations where there is no consensus on the value of assets for compensation, technical infrastructure works... The province is focusing on directing the resolution of these problems and is determined to hand over the entire site to the investor to implement the project by June 30, 2022 at the latest," the Chairman of the Provincial People's Committee affirmed, adding that Nghe An has ensured and timely responded to the source of materials for construction.

The Chairman of the Provincial People's Committee also affirmed that Nghe An is committed to continuing to direct and ensure the progress of the implementation of the two component projects through the area. At the same time, it is recommended that contractors immediately start construction when the site is handed over; ensure environmental sanitation during the construction process; have a plan to restore the public road system, ensuring traffic safety; Project Management Board 6 closely coordinates with the locality to promptly resolve any problems during the project implementation process.
At the conference, leaders of localities, ministries, departments and branches reported on the project's progress, difficulties and obstacles, and proposed and recommended the Government and central agencies to resolve issues related to procedures, site clearance, and roadbed material sources...
NO PROJECT DELAYS
Concluding the conference, Deputy Prime Minister Le Van Thanh emphasized that this is a national key transport project under the direct leadership of the Party and State, but the Ministry of Transport must directly direct localities, organize implementation, especially organize guidance and training for provinces and cities to effectively implement Resolution No. 43 of the National Assembly and Resolution No. 18 of the Government.

"We must innovate our working methods and be determined to fulfill our assigned tasks well; in the process of implementing our tasks, we must erase negative images, avoid personal gain, do things right and then do things quickly, and do not push responsibility onto the Government," the Deputy Prime Minister said, requesting the Ministry of Transport to organize a meeting to resolve difficulties and obstacles from practice. Because currently, the progress of the North-South expressway project in the East in both phases is still slow.
On that basis, Deputy Prime Minister Le Van Thanh requested that for phase 1 of the North-South Eastern Expressway project, from now until the end of 2022, the Ministry of Transport shall be responsible to the Government. Of which, 361km must be completed in 2022; the remaining km must be completed in 2023. Regarding difficulties and obstacles, the Deputy Prime Minister requested ministries and branches to focus on resolving them for project management boards and localities.

Regarding the second phase of the North-South Eastern Expressway project, Deputy Prime Minister Le Van Thanh requested that the progress must not be delayed. The Ministry of Transport must regularly meet to remove obstacles and ensure progress. By June 30, 2022, the investment project for the North-South Eastern Expressway for the 2021-2025 period must be approved, ensuring that the project starts construction in 2022.
On the other hand, localities must also apply compensation prices for site clearance in accordance with regulations and appropriately. During the implementation process, if there are any problems, there must be a written report to promptly resolve them, ensuring the set progress./.
