Announcement of the Conclusion of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in October 2022

On October 26, 2022, the Provincial People's Committee held its regular October meeting chaired by Chairman of the Provincial People's Committee Nguyen Duc Trung, attended by members of the Provincial People's Committee; representatives of the Standing Committee of the Provincial People's Council; Committees of the Provincial People's Council; representatives of the leaders of the Party Committee of the Provincial Agencies Bloc, the Party Committee of the Provincial Enterprises Bloc and leaders of relevant departments, branches and units.

The Provincial People's Committee listened to and commented on the following contents: Report on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in September, thematic working sessions in September 2022; Report on the implementation of the tasks of the Working Group according to Decision No. 2416/QD-UBND of the Provincial People's Committee; Reports on the socio-economic situation, state budget revenue and expenditure in the first 10 months of 2022 and key tasks and solutions in the last 2 months of 2022; State financial report in 2021 and contents under its authority.

After listening to reports from departments, branches and discussions at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

I. Socio-economic situation in the first 10 months of 2022, key tasks and solutions for the last 2 months of 2022

1. Results achieved

- The economic situation continues to have positive changes, including:

+ The industrial production index (IIP) in October is estimated to increase by 16.03%, the cumulative 10-month increase is estimated to be 10.07% over the same period. Service industries continue to recover and grow strongly, total retail sales of goods and consumer service revenue in October is estimated to increase by 34.49%, the cumulative 10-month increase is estimated to be 45.12% over the same period.

+ State budget revenue for the first 10 months is estimated at VND 18,377 billion, equal to 122.5% of the estimate and up 21.4% over the same period. Of which, domestic revenue is estimated at VND 17,212 billion, revenue from import-export activities is estimated at VND 1,165 billion.

+ Estimated export turnover of goods in October reached 190 million USD, up 7.2% over the same period; accumulated 10 months, estimated export turnover of goods reached 1,874 million USD, up 12.4% over the same period.

+ Investment attraction: As of October 21, 2022, the total newly granted and adjusted capital was VND 34,963 billion, an increase of 38.98% over the same period in 2021. Of which, 89 new projects were granted with a total registered investment capital of VND 21,802 billion.

- The fields of culture, society and social security have received attention and direction. Jobs have been created for 43,554 people, reaching 101.45% of the plan and increasing by 43.1% over the same period in 2021. Organizing and maintaining cultural spaces for reading books, folk songs and Giam. All levels and sectors have promptly paid attention to and overcome the consequences of floods and storms, joining hands to support people affected by natural disasters to soon stabilize their lives.

- Completed the submission to the 9th Session, the 18th Provincial People's Council to approve a number of contents such as: List and capital allocation for each project to implement National Target Programs in the province; adjusted investment policies of a number of projects; completed personnel.

- Political security and social order and safety are guaranteed.

2. Difficulties and limitations

- Natural disasters, floods, and epidemics have complicated developments, causing damage to people, property, and infrastructure, especially in Ky Son district.

- Market fluctuations, input material prices, increased interest rates, etc. cause difficulties for production, business activities and people's lives.

- Production progress of some winter crops is still slow.

- The progress of disbursement of public investment capital in the province is low (as of October 20, 2022, it has only reached 35.18% of the plan. There are 11 agencies and units that have not yet disbursed; 29 agencies and units have disbursement rates below the average of the province).

3. Key tasks and solutions for the last 2 months of 2022

3.1.All levels and sectors focus on promoting economic recovery and development; reviewing and removing obstacles and difficulties for production and business activities; closely following the growth scenario for management, finding fields and regions with conditions and room for growth to strive to complete and achieve the highest results of the set goals, targets and plans. Continue to focus on overcoming the consequences of floods and storms, supporting people to soon stabilize their lives and develop production; monitor the situation and developments of natural disasters, avoid being passive and surprised, and minimize damage caused by natural disasters.

- Department of Agriculture and Rural Development:

+ Monitor and forecast agricultural production; ensure agricultural product supply to meet consumer demand in the last months of the year and during the Lunar New Year.

+ Directing the strengthening of epidemic prevention and control, especially avian influenza.

+ Work with the Ministry of Transport to agree on the investment plan for the Cua Lo Deep-Water Port project.

- Department of Transport:

+ Continue working with the Ministry of Transport to update and supplement the planning of Vinh International Airport. Implement the project to socialize investment, upgrade and expand Vinh International Airport.

+ Continue working with central ministries and branches to resolve recommendations on compensation and site clearance costs for the project to upgrade and expand National Highway 1A. Assign 01 Deputy Director to regularly monitor and urge work to be resolved.

- Department of Culture and Sports:

+ Coordinate with Nhan Dan Newspaper to organize the art program "Truong Bon - Legendary epic" to celebrate the 54th anniversary of Truong Bon Victory.

+ Advise on organizing activities to celebrate the 250th birthday and 200th death anniversary of Poet Ho Xuan Huong; Ceremony to honor People's Artist and Meritorious Artist.

- Department of Home Affairs:

+ Focus on implementing the Project to expand administrative boundaries and urban space of Vinh city.

+ Preside and coordinate with the Provincial Youth Union and relevant departments and branches to prepare conditions to advise on organizing the program of the Provincial People's Committee Chairman's dialogue with the Youth.

- Department of Tourism:

+ Complete the draft Strategy for Nghe An tourism development to 2030, vision to 2035 (with attached Project) and submit to the Provincial People's Committee.

+ Be proactive in promoting and restoring quality human resources to serve the tourism sector in the province.

3.2.Deploy tasks and solutions to accelerate the disbursement of public investment capital.

- Departments, branches and localities:

+ Focus on implementing solutions to disburse public investment capital in 2022 to ensure progress according to commitments and plans.

+ Complete documents and procedures to submit to competent authorities for appraisal and approval of investment decisions for projects to ensure conditions for allocating capital for the 2023 public investment plan, especially projects under the 3 National Target Programs.

- The Department of Planning and Investment continues to review, synthesize, and advise competent authorities to adjust and transfer capital plans of slow-disbursement projects, ensuring compliance with current regulations.

- Departments and branches: Planning and Investment, Agriculture and Rural Development, Labor - Invalids and Social Affairs, Ethnic Minorities Committee: Guide and urge localities and investors to speed up the implementation of investment procedures to allocate capital and disburse capital plans under the 3 National Target Programs in 2022 to ensure the set progress.

- Department of Finance:

+ Coordinate with the Tax Department and Nghe An Customs to review and manage budget collection, especially revenues with room for strict assurance and reasonable structure.

+ Review and manage budget expenditures to ensure strictness, economy and efficiency; prioritize budget expenditures for overcoming the consequences of natural disasters and floods within the province's capacity.

3.3.Focus on directing cultural and social fields, implementing social security work, ensuring people's lives.

- The Department of Health continues to direct timely disease prevention and control work and has solutions to ensure medicines, equipment, and medical supplies for disease prevention and control and medical examination and treatment for people. Continue to carry out Covid-19 vaccination for subjects.

- The Department of Education and Training continues to direct the implementation of educational and training tasks for the 2022-2023 school year according to the content of Directive No. 26/CT-UBND dated October 19, 2022 of the Provincial People's Committee; advise the Provincial People's Committee to organize congratulations to educational and training units on Vietnamese Teachers' Day (November 20); organize the 40th Anniversary of Vietnamese Teachers' Day to ensure seriousness, solemnity, thriftiness and efficiency.

- The Department of Home Affairs coordinates with the Department of Education and Training to recruit teachers in a public, transparent, clear and effective manner.

- The Department of Labor, War Invalids and Social Affairs coordinates with the Provincial Fatherland Front Committee and other sectors and localities to effectively and practically implement the peak month "For the poor" to mobilize the whole society to care for and help the poor, especially during the upcoming Lunar New Year.

3.4.Promote administrative reform, strengthen state management; strictly implement administrative discipline and order.

- Departments, branches and localities: Overcome shortcomings and limitations in administrative reform work in the third quarter of 2022 as required in Official Dispatch No. 7950/UBND-KSTT dated October 11, 2022 of the Provincial People's Committee; implement solutions to improve the Provincial Competitiveness Index (PCI) according to Official Dispatch No. 7919/UBND-CN dated October 11, 2022 of the Provincial People's Committee.

II. Contents under the authority of the Provincial People's Committee

1.The Draft Resolution of the Provincial People's Council stipulates the support content, application form, procedures for selecting projects, plans, production options, and selecting ordering units in implementing production development support activities to implement National Target Programs in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Agriculture and Rural Development. The Provincial People's Committee Office was assigned to coordinate with the Department of Agriculture and Rural Development to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

2.Draft Resolution of the Provincial People's Council stipulates the content and level of support for agricultural production development under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Agriculture and Rural Development. The Provincial People's Committee Office was assigned to coordinate with the Department of Agriculture and Rural Development to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

3.Draft Decision of the Provincial People's Committee stipulates the rotation mechanism, rotation order, monitoring and supervision process of agencies and units assigned capital to carry out production development support activities and other contents on rotation management in the community in Nghe An province.

The Provincial People's Committee unanimously approved the draft Decision prepared by the Department of Agriculture and Rural Development. The Department of Agriculture and Rural Development was assigned to coordinate with the Provincial People's Committee Office to complete the draft and submit it to the Provincial People's Committee for decision according to regulations.

4.Draft Resolution of the Provincial People's Council stipulates a number of policies to support the preservation and promotion of cultural heritage in Nghe An province for the period 2023 - 2027 (step 1).

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Culture and Sports. The Provincial People's Committee Office was assigned to coordinate with the Department of Culture and Sports to complete the draft and advise the Provincial People's Committee to submit it to the Standing Committee of the Provincial People's Council in accordance with the correct procedure.

5.Draft Resolution of the Provincial People's Council on a number of policies to support the development of grassroots cultural life in Nghe An province for the period 2023-2027 (step 2).

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Culture and Sports. The Department of Culture and Sports was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

6.Draft Decision of the Provincial People's Committee approving the list of training occupations, specific training cost support levels for each subject participating in elementary level training programs, training under 3 months in Nghe An province.

The Provincial People's Committee unanimously approved the draft Decision prepared by the Department of Labor, War Invalids and Social Affairs. The Provincial People's Committee Office was assigned to coordinate with the Department of Labor, War Invalids and Social Affairs to complete the draft and submit it to the Provincial People's Committee for decision according to regulations.

7.Draft Resolution of the Provincial People's Council amending and supplementing a number of articles of Resolution No. 13/2020/NQ-HDND dated November 13, 2020 of the Provincial People's Council regulating the level of regular support for the positions of Captain and Deputy Captain of the Civil Defense Team and providing fire prevention and fighting equipment for the Civil Defense Team in Nghe An province for the period 2021 - 2025.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Provincial Police. The Provincial Police were assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

8.The draft Resolution of the Provincial People's Council stipulates the level of state budget allocation to ensure the work of drafting legal documents and perfecting the legal system in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Justice. The Department of Justice was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

9.Resolution of the Provincial Party Standing Committee on leadership to improve the effectiveness of implementing the strategy for sustainable development of the marine economy to 2030, with a vision to 2045.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Natural Resources and Environment. The Department of Natural Resources and Environment was assigned to coordinate with the Provincial People's Committee Office to complete the draft, advise the Provincial People's Committee Party Committee to submit to the Provincial Party Standing Committee.
