Announcement of the Conclusion of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in July 2022

On July 26, 2022, the Provincial People's Committee held a regular meeting in July under the chairmanship of Chairman of the Provincial People's Committee Nguyen Duc Trung. Attending the meeting were members of the Provincial People's Committee; representatives of the Standing Committee of the Provincial People's Council; Committees of the Provincial People's Council; representatives of the Party Committee of the Provincial Agencies, the Party Committee of the Provincial Enterprises; leaders of relevant departments, branches, units and localities.

At the meeting, the Provincial People's Committee listened to and commented on the following contents: Report on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the meeting in June 2022, thematic working sessions in June 2022; Report on the implementation of the tasks of the Working Group according to Decision No. 2416/QD-UBND; Reports on the socio-economic situation, state budget revenue and expenditure in July 2022 and key tasks and solutions in August 2022 and contents under its authority.

After listening to reports from departments, branches and discussion opinions at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

I. Socio-economic situation in July 2022, key tasks and solutions in August 2022

1. Results achieved

- The economic situation continues to have positive changes, including:

+ Summer-Autumn crop production achieved the set progress; the area of ​​newly planted forests increased by 10.37%; aquatic product output increased by 2.11% over the same period...

+ The Industrial Production Index (IIP) in July is estimated to increase by 1.02% over the same period; in the first 7 months, the IIP is estimated to increase by 6.97%. Service industries have grown well, especially the number of tourists increased by 186% over the same period in 2021,...

+ State budget revenue in the area in the first 7 months is estimated at 11,887 billion VND, reaching 79.3% of the estimate and equal to 104.1% over the same period in 2021.

+ Investment attraction achieved positive results: As of July 18, 2022, the total newly granted and increased capital was VND 29,719.6 billion, of which the total newly registered investment capital was VND 16,470 billion, an increase of 13.79% in the number of newly granted projects, an increase of 1.33 times in total newly granted capital compared to the same period.

- All levels and sectors have prepared and submitted to the 7th session of the Provincial People's Council for approval 27/27 Resolutions.

- Coordinate well with central agencies to organize major activities and events with the participation of Party and State leaders such as: Coordinate with the Ministry of Labor, War Invalids and Social Affairs to organize the 2022 Certificate of Merit Award Ceremony; coordinate with the Ministry of Culture, Sports and Tourism to organize the "Immortal Epic" art program; organize the Forum on tourism development linkage between Hanoi, Ho Chi Minh City and the extended North Central region in 2022; especially prepare well for the reception and work with the Prime Minister's delegation.

- Cultural and social fields continue to receive attention and direction from Party committees and authorities at all levels, including:

+ The Education sector successfully organized the 2022 High School Graduation Exam and ranked 20th out of 63 provinces and cities nationwide, up 14 places compared to 2021.

+ Covid-19 prevention and control work, especially vaccination, has been carried out effectively and on schedule.

+ Social security work continues to be focused on; activities of gratitude, repayment of debts, and remembering the source of drinking water on the occasion of the 75th anniversary of War Invalids and Martyrs Day (July 27) are well organized.

- Political security and social order and safety are basically well ensured. In particular, the work of protecting the construction of projects is implemented methodically, strictly, in accordance with the law and is highly appreciated by public opinion.

2. Difficulties and limitations

- The situation of high input material prices has impacted and affected production and business activities, especially in the industrial and agricultural sectors.

- Industrial production index (IIP) increased slowly compared to the same period in 2021.

- The disbursement rate of public investment capital at some agencies and units is still slow; the implementation of investment procedures for some projects is still confusing and passive.

- The progress of granting land use right certificates and approving land use plans of localities is still slow.

3. Key tasks and solutions for August 2022

3.1. Focus on implementing the tasks and solutions set out at the beginning of the year, closely following the growth scenario for management, striving to achieve the highest results for the goals and targets of 2022; promptly handle and remove arising problems according to authority or report to competent authorities for handling.

- Departments, branches and localities according to assigned functions and tasks:

+ Focus on implementing more drastically and effectively the Program for economic and social recovery and development in the province.

+ Well prepare conditions and content to serve the leadership conference of the three provinces of Thanh Hoa, Nghe An and Ha Tinh held in Thanh Hoa province.

- The Department of Industry and Trade shall preside over the review of the causes of the slow increase in the Industrial Production Index to find solutions to remove obstacles and difficulties; support businesses in connecting supply and demand, and promote product consumption in the area.

- The Department of Agriculture and Rural Development continues to direct production to ensure crops; proactively prevent natural disasters, especially in the upcoming rainy and stormy season.

3.2. Focus on solving and completing key tasks in August 2022

- Department of Planning and Investment:

+ Continue to coordinate with the Provincial Party Committee Office to synthesize the Summary Report on the implementation of Resolution No. 26-NQ/TW and related contents to ensure quality and progress according to plan.

+ Urgently complete the draft documents of the Provincial Planning, advise the Provincial People's Committee to submit to the National Planning Appraisal Council to submit to the Prime Minister to ensure progress.

- All levels and sectors urgently implement the Resolutions of the Provincial People's Council; receive, implement and resolve voters' recommendations and recommendations of monitoring delegations; well prepare contents for voter contact work after the Provincial People's Council session.

- Focus on implementing the conclusions of the Prime Minister at the Working Program with leaders of Nghe An province:

+ The Department of Transport shall preside over and coordinate with relevant agencies and units to advise on adjusting the planning of Vinh International Airport; advise on completing procedures to socialize and attract investment in Vinh International Airport projects under the public-private partnership (PPP) method.

+ Southeast Economic Zone Management Board:

(i) Preside and coordinate with relevant agencies and units to review and promptly report to the Provincial Party Committee and Provincial People's Committee on plans to approve and adjust the investment policy of the Cua Lo Deep-Water Port project in accordance with current regulations.

(ii) Proactively prepare contents to establish a project to expand the Southeast Economic Zone; at the same time, closely follow and prepare conditions to submit for approval the investment policy of 02 projects: Tho Loc Industrial Park, Hoang Mai 2 Industrial Park.

- The Department of Agriculture and Rural Development continues to coordinate with the Ministry of Agriculture and Rural Development and relevant ministries and branches to complete procedures and promptly remove difficulties and obstacles for the Ban Mong Reservoir project.

3.3. Focus on accelerating the disbursement of public investment capital and speeding up the progress of key projects and works.

- Departments, branches, localities and investors:

+ Enhance the responsibility of leaders in directing and organizing the disbursement of public investment capital, especially projects with low disbursement rates.

+ Urgently complete related procedures to soon deploy the key project of the Oncology Hospital.

- The Departments of Construction, Transport, Agriculture and Rural Development prioritize the settlement of procedures, speed up the appraisal, approval and adjustment of projects; design construction drawings and estimates to keep up with the implementation progress.

- Department of Planning and Investment:

+ Continue to urge departments, branches and localities to effectively implement solutions to disburse public investment capital according to assigned plans.

+ Urgently review disbursement capacity, advise on transferring capital plans from slow-disbursement projects to projects with good disbursement progress to ensure the proposed disbursement progress.

- The Department of Agriculture and Rural Development, the Department of Labor, War Invalids and Social Affairs, and the Ethnic Minorities Committee shall preside over and coordinate with the Department of Planning and Investment, the Department of Finance and localities to urgently speed up the implementation of the 3 National Target Programs.

3.4. Focus on directing cultural and social fields, implementing social security work

- Department of Health:

+ Focus on directing the epidemic prevention and control program resolutely, synchronously and effectively, especially speeding up the Covid-19 vaccination progress, prioritizing subjects with low vaccination rates.

+ Ensure adequate supply of essential medicines and equipment to serve people's medical examination and treatment needs.

- The Department of Education and Training focuses on preparing to deploy tasks for the new school year 2022-2023.

- The Department of Culture and Sports presides over and coordinates with relevant agencies and units to advise on the organization of the Opening Ceremony and competitions of the 9th Nghe An Provincial Sports Festival to ensure efficiency and economy.

- The Department of Labor, War Invalids and Social Affairs continues to pay attention to implementing tasks related to social security policies, support policies for people with revolutionary contributions, the poor, workers...

3.5. Promote administrative reform; strengthen discipline, order, and improve service quality for people and businesses.

- Departments, branches, sectors and localities seriously focus on reviewing and monitoring the time and process of work to ensure quality and progress as assigned.

- The Office of the Provincial People's Committee advises the Provincial People's Committee on documents directing the correction of staff work, closely monitoring the work processing time of departments, branches and localities to promptly report to the leaders of the Provincial People's Committee for consideration and handling.

3.6. Focus on implementing the development of the Socio-Economic Development Plan and State Budget estimates for 2023

The Department of Planning and Investment and the Department of Finance shall guide departments, branches and localities and proactively advise on the implementation of related contents according to the contents and requirements of Directive No. 12/CT-TTg dated July 22, 2022 of the Prime Minister and guiding documents of the Ministry of Planning and Investment and the Ministry of Finance.

3.7. Ensure national defense, security and social order and safety, focusing on organizing regional defense and civil defense drills according to plan.

II. Recommendations and proposals

Regarding the proposal to establish the Office of the Management Board of the Western Nghe An Biosphere Reserve: Assign the Department of Home Affairs to preside over and coordinate with the Department of Agriculture and Rural Development to advise the Provincial People's Committee to consider and decide.

III. Contents under the authority of the Provincial People's Committee

1. Summary report of the 2021-2022 school year; directions, tasks, and solutions for the 2022-2023 school year on education, training, and vocational education

The Provincial People's Committee unanimously approved the draft Report prepared by the Department of Education and Training. The Department of Education and Training was assigned to coordinate with the Provincial People's Committee Office to complete the draft, advise the Provincial People's Committee Party Committee to submit to the Provincial Party Standing Committee.

2. Draft Decision of the Provincial People's Committee regulating decentralization of approval of support for production linkage associated with consumption of agricultural products in Nghe An province

The Provincial People's Committee unanimously approved the draft Decision prepared by the Department of Agriculture and Rural Development. The Department of Agriculture and Rural Development was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to promulgate it according to regulations.

3. Draft Decision of the Provincial People's Committee promulgating regulations on management of funds for development of supporting industries in Nghe An province

The Provincial People's Committee unanimously approved the draft Decision prepared by the Department of Industry and Trade. The Department of Industry and Trade was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to promulgate it according to regulations.

4. Draft plan to expand administrative boundaries and urban space of Vinh city

The Provincial People's Committee unanimously approved the draft Plan prepared by the Department of Home Affairs. The Department of Home Affairs was assigned to coordinate with the Provincial People's Committee Office to complete the draft, advise the Provincial People's Committee Party Committee to submit it to the Steering Committee for the development of the Project to expand the administrative boundaries and urban space of Vinh city for listening and commenting.
