Chairman of the Provincial People's Committee Nguyen Duc Trung periodically receives citizens in August
(Baonghean.vn) - On the morning of August 17, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province chaired the regular citizen reception session in August 2022.
Attending the citizen reception session were comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; representatives of the Provincial Fatherland Front Committee, the Provincial Party Committee's Internal Affairs Committee, the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Mass Mobilization Committee, the Party Committee of the Provincial Agencies Bloc; leaders of departments, branches, sectors and Yen Thanh district.

Chairman of the Provincial People's Committee Nguyen Duc Trung received citizen Nguyen Van Khanh (residing in Khanh Thanh commune, Yen Thanh district). Mr. Khanh requested the competent authority to consider and recognize as a martyr Mr. Nguyen Van Giam (Mr. Khanh's uncle), who is currently buried at the Vietnam-Laos International Martyrs' Cemetery.
Previously, on October 2, 2012, the Provincial Military Command issued a Death Certificate for comrade Nguyen Van Giam (born in 1943, enlisted in 1951, defense worker unit, died on May 25, 1966). On the same day, the Provincial Military Command sent an official dispatch to the Policy Department of the Political Department of Military Region 4 to consider and request the competent authority to recognize Nguyen Van Giam as a martyr.

On October 6, 2012, the Political Department of Military Region 4 sent a dispatch requesting the Policy Department (General Department of Politics) to recognize the martyr status for the soldier who died in the war, Mr. Nguyen Van Giam. On November 6, 2012, the Department of Meritorious People, Ministry of Labor - Invalids and Social Affairs sent a dispatch requesting the Policy Department, General Department of Politics to explain why it has only now requested to confirm the martyr status and whether the regime for deceased soldiers has been resolved or not?
At the citizen reception session, the representative of the Provincial Military Command said that the process of receiving, appraising, approving, and requesting Mr. Nguyen Van Giam's dossier was not strict, there were missing contents, and it was not the right subject. After checking and verifying at the Provincial Social Insurance, it was found that Mr. Nguyen Van Giam was a road and bridge worker, not a defense worker as his relatives declared, and the Nghe An Administrative Committee issued Decision No. 1309-TCDC/QD on resolving the funeral allowance and one-time allowance regime.

On the other hand, according to the remaining records, Mr. Giam passed away at Muong Xen Hospital, Ky Son District, not in Nam Hec - Laos; died of malaria, not in direct combat service to ensure traffic and communications; Mr. Giam passed away on April 26, 1966, not in May 25, 1966 as his relatives stated. Mr. Nguyen Van Giam was buried by the Traffic Safety Committee of Road 7 at Huu Kiem Cemetery, Huu Kiem Village, Ky Son District, and on February 28, 1993, he was gathered at the Vietnam - Laos International Martyrs Cemetery.
Agreeing with the opinion of the Provincial Military Command, the leader of the Department of Labor, War Invalids and Social Affairs said that, comparing the records of one-time benefits when Mr. Nguyen Van Giam passed away and the regulations, the case of Mr. Nguyen Van Giam, an officer and worker of the Traffic Safety Board of Road 7 Nghe An, died of malignant malaria at Muong Xen Hospital and was granted a death benefit by the Nghe An Administrative Committee in 1966, so he did not meet the conditions for martyr recognition according to regulations.

"In this case, there is a part of the responsibility of the relevant agencies, as well as the responsibility of the family when declaring the documents without consensus, careful review, clearly identifying the subject, which agency has authority and whether or not there are sufficient conditions. Besides, the process of receiving and burying martyrs' remains at that time was not as strict and guaranteed as it is now," said Ms. Ho Thi Chau Loan - Deputy Director of the Department of Labor, War Invalids and Social Affairs.
Concluding the citizen reception session, Chairman of the Provincial People's Committee Nguyen Duc Trung sympathized with the loss of Mr. Nguyen Van Khanh's family; at the same time, he emphasized that the government's viewpoint in considering and resolving policies and regimes for people with meritorious services is extremely cautious and thorough with the goal of not missing any subjects, in accordance with regulations, and with full regimes.

Based on the remaining records, opinions of the sectors, and opinions of the family, the Chairman of the Provincial People's Committee assigned the Department of Labor, War Invalids and Social Affairs to establish an interdisciplinary working group, with the participation of the Provincial Military Command, the Department of Transport, the Provincial Social Insurance, and Yen Thanh district to review Mr. Nguyen Van Giam's records once again, completely and thoroughly. On that basis, compare with previous regulations to come up with a suitable and correct solution, ensuring the legitimate rights of relatives and the deceased./.
