Conclusion of Chairman of the Provincial People's Committee Nguyen Duc Trung at the specialized meeting of the Provincial People's Committee in June

Attending the meeting were members of the Provincial People's Committee; representatives of leaders of Provincial People's Council Committees; leaders of relevant departments, branches and units.

After listening to reports from relevant departments and branches and discussions at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

1. Report on the implementation of the state budget estimate for the first 6 months of the year, tasks and solutions for implementing the estimate for the last 6 months of 2022; Report on the results of practicing thrift and fighting waste for the first 6 months of 2022 and tasks for the last 6 months of 2022

The Provincial People's Committee unanimously approved the draft Reports prepared by the Department of Finance. The Department of Finance was assigned to receive comments from delegates attending the meeting; update and supplement reports from missing units, complete the draft Reports, and advise the Provincial People's Committee to submit to the Provincial People's Council in accordance with regulations.

2. Report on administrative reform work in the first 6 months of the year, tasks for the last 6 months of 2022

The Provincial People's Committee unanimously approved the draft Report prepared by the Department of Home Affairs. The Department of Home Affairs was assigned to receive comments from delegates attending the meeting, update data, complete the draft Report, advise the Provincial People's Committee to submit to the Provincial Party Committee Standing Committee at the June 2022 meeting and submit to the Provincial People's Council in accordance with regulations.

3. Report on anti-corruption results in the first 6 months of the year, tasks for the last 6 months of 2022; Report on citizen reception, complaint and denunciation settlement in the first 6 months of the year, directions and tasks for the last 6 months of 2022.

The Provincial People's Committee unanimously approved the draft Report prepared by the Provincial Inspectorate. Assign the Provincial Inspectorate to receive comments from the delegates attending the meeting, complete the draft, and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

4. Report on traffic safety work results in the first 6 months of the year, deploying tasks for the last 6 months of 2022

The Provincial People's Committee unanimously approved the draft Report prepared by the Department of Transport. Assign the Department of Transport to receive comments, update data, complete the draft Report, and advise the Provincial People's Committee to submit to the Provincial People's Council in accordance with regulations.

5. Report on the situation and results of crime prevention and control work and law violations in the first 6 months of the year, directions and tasks for the last 6 months of 2022

The Provincial People's Committee unanimously approved the draft Report prepared by the Provincial Police. The Provincial Police were assigned to complete the draft Report and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

6. Draft Resolution of the Provincial People's Council on investing in working headquarters for commune and town police in Nghe An province

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Provincial Police. The Provincial Police were assigned to receive comments, complete the draft Resolution, advise the Provincial People's Committee to submit it to the Provincial Party Committee Standing Committee at the June 2022 meeting and submit it to the Provincial People's Council in accordance with regulations.

7. Draft Resolution of the Provincial People's Council regulating business registration fees in Nghe An province (replacing Resolution No. 03/2018/NQ-HDND dated July 20, 2018 of the Nghe An Provincial People's Council)

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Planning and Investment. The Department of Planning and Investment was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

8. Draft Resolution of the Provincial People's Council on youth development in Nghe An province for the period 2022-2030

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Home Affairs. The Department of Home Affairs was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

9. Draft Resolution of the Provincial People's Council on the number of employees and contract workers under Decree No. 68/2000/ND-CP in public service units that have not self-financed regular expenditures in 2023

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Home Affairs. The Department of Home Affairs was assigned to receive the opinions of the delegates attending the meeting, complete the draft Resolution (agree on the plan to reduce labor according to the annual roadmap), advise the Provincial People's Committee to submit to the Provincial Party Committee Standing Committee at the June 2022 meeting and submit to the Provincial People's Council in accordance with regulations.

10. Draft Resolution of the Provincial People's Council regulating the level of expenditure for legal support activities for small and medium enterprises in Nghe An province

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Justice. The Department of Justice was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

11. Draft Resolution of the Provincial People's Council on civil status fees in Nghe An province

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Justice. The Department of Justice was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

12. Draft Resolution of the Provincial People's Council on naming streets in Tan Lac town, Quy Chau district, Nghe An province

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Culture and Sports. The Department of Culture and Sports was assigned to receive comments from delegates attending the meeting, complete the draft Resolution, and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

13. Draft Resolution of the Provincial People's Council amending and supplementing Article 2 of Resolution No. 18/2018/NQ-HDND dated December 12, 2018 on financial support for civil and administrative judgment enforcement in the province (step 2)

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Civil Judgment Enforcement Department. The Civil Judgment Enforcement Department was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

14. Draft Resolution of the Provincial People's Council regulating the content and expenditure levels for organizing exams, contests, and competitions in the field of education and training in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Education and Training. The Department of Education and Training was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

15. Draft Resolution of the Provincial People's Council regulating tuition fees in public educational institutions; tuition support levels for private primary school students under the management of Nghe An province from the 2022-2023 school year to the 2025-2026 school year.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Education and Training. The Department of Education and Training was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

16. Draft Resolution of the Provincial People's Council "Amending and supplementing Article 2 of Resolution No. 31/2020/NQ-HDND dated December 13, 2020 of the Provincial People's Council regulating the maximum collection level of service fees serving and supporting educational activities of schools for public educational institutions; collection level of admission services at all levels in Nghe An province"

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Education and Training. The Department of Education and Training was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

17. Draft Resolution of the Provincial People's Council regulating support policies for preschool teachers who have labor contracts according to Decree No. 06/2018/ND-CP dated January 5, 2018 of the Government and Circular No. 09/2013 dated March 11, 2013 of the Ministry of Education and Training - Ministry of Finance - Ministry of Home Affairs (Step 2)

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Education and Training. The Department of Education and Training was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations. The draft Resolution of the Provincial People's Council stipulates the level of expenditure for training and fostering teachers and managers of educational institutions to implement the new program and new textbooks for general education in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Education and Training. The Department of Education and Training was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.

18. Draft Resolution of the Provincial People's Council on the medium-term plan for the period 2021 - 2025 and the 2022 plan on the National Target Program on New Rural Construction

The Provincial People's Committee agreed not to approve the draft Resolution prepared by the Department of Agriculture and Rural Development. The Department of Agriculture and Rural Development is assigned to preside over and coordinate with the Department of Planning and Investment, the Department of Justice, and the Provincial People's Committee Office to complete the draft Resolution and submit it to the Provincial People's Committee members for comments no later than June 20, 2022.

19. Draft Resolution of the Provincial People's Council on the medium-term plan for the period 2021 - 2025 and the 2022 plan on the National Target Program on Sustainable Poverty Reduction

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Labor, War Invalids and Social Affairs. The Department of Labor, War Invalids and Social Affairs was assigned to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council in accordance with regulations.
