Nghe An commits to creating the best conditions for the Northern Power Corporation to implement power supply investment projects in the province.

Accordingly, on August 29, 2023, the leaders of Nghe An Provincial People's Committee had a working session with the leaders of the Northern Power Corporation (EVNNPC) and its member units.

Attending the meeting, on behalf of EVNNPC were comrade Do Nguyet Anh - Chairman of the Board of Members; representatives of leaders of professional departments and units under EVNNPC. On behalf of Nghe An province, there were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of leaders of departments, branches, units: Industry and Trade, Southeast Economic Zone Management Board.

After listening to the reports of representatives of EVNNPC's leadership and member units of EVNNPC; the report of the Director of the Department of Industry and Trade; the speeches of comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; comrade Do Nguyet Anh - Chairman of the EVNNPC Board of Members and the participants, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

1.Currently, many enterprises are implementing investment projects in production and business in industrial zones in the province with increasing demand for electricity. Nghe An Provincial People's Committee requested EVNNPC to continue to pay attention and implement synchronous solutions to ensure power supply to meet the needs of socio-economic development of Nghe An province.

To continue promoting the achieved results, the People's Committee of Nghe An province commits to direct relevant departments, branches, localities and units to urgently carry out relevant procedures according to regulations and create the best conditions for EVNNPC and its member units to implement investment projects in the province (site clearance, route planning, appraisal of power projects, etc.), especially power supply projects for industrial parks to meet the production progress of secondary investors; at the same time, request EVNNPC to ensure power supply according to investors' requirements to promptly meet load demand.

2.Regarding ensuring power supply for Hoang Mai 1 Industrial Park, EVNNPC is requested to pay special attention to ensuring timely power supply to serve the needs of secondary investors.

The Provincial People's Committee requests relevant departments, branches, localities and units to implement the following specific contents:

2.1. Assign to the Department of Industry and Trade:

- Preside and coordinate with the Department of Planning and Investment, the Planning consultancy unit, EVNNPC to review, compare and update information on the list, scale, connection plan, diagram and map of the power grid in the planning stages in the Power supply network development plan under the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050 to ensure the basis when implementing investment in the construction of power projects; in which, pay attention to the plan to ensure power supply for Hoang Mai 1 Industrial Park.

- Urgently advise the Provincial People's Committee:

+ Document reporting to the Ministry of Industry and Trade on adjusting the planning for installing T2 transformer, 110kV transformer station in Hoang Mai 1 Industrial Park from the period 2031 - 2035 to the period 2021 - 2025, adjusting the scale of Dong Hoi 110kV transformer station and connecting line; approving the addition of Hoang Mai 220kV transformer station and connecting line to the Implementation Plan of Power Plan VIII for submission to the Prime Minister for approval.

+ Document proposing Vietnam Electricity Group and National Power Transmission Corporation to ensure the completion of investment progress of the Nghi Son Economic Zone 220kV Transformer Station, Nam Cam 220kV Transformer Station and 220kV connecting line projects in the first quarter of 2024.

+ Establish a Working Group headed by the Vice Chairman of the Provincial People's Committee to implement the task of ensuring power supply to industrial zones, including relevant departments, branches, localities and units (in which plans, progress and specific responsibilities of each member must be developed). Complete before September 12, 2023.

- Preside and coordinate with relevant departments, branches, localities and units in agreeing on route directions and marking of power projects from 110kV and above according to approved plans, in sync with construction plans, land use plans and other relevant regulations to ensure progress.

2.2. Southeast Economic Zone Management Board: Take the lead and coordinate with relevant departments, branches and units to direct Hoang Thinh Dat Joint Stock Company and investors in Hoang Mai 1 Industrial Park to specifically register electricity usage plans; implement agreements/guarantees for electricity project investment and sanctions/commitments on electricity usage needs so that EVNNPC can serve as a basis for investment implementation according to regulations.

3.Chairmen of People's Committees of districts, cities and towns promptly support EVNNPC units in the registration of planning, land use plans, compensation and site clearance for construction of power projects in the area; relevant departments, branches and agencies, based on their functions and tasks, proactively coordinate and implement related contents.

The Provincial People's Committee informs relevant agencies and units to know and coordinate to organize timely and effective implementation./.
