In particular, the National Assembly approved the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period. A total of 10 projects were implemented, with an estimated budget of more than VND 270,000 billion for the two phases.

The Program's objective is to gradually narrow the gap in living standards and income between ethnic minorities and mountainous areas compared to the national average; by 2025, reduce the number of extremely disadvantaged communes, villages and hamlets by 50%; by 2030, there will basically be no extremely disadvantaged communes, villages and hamlets.

Voter Luong Thi Hanh (residing in Tan Lac town) reported that the arrangement of staff by title for local authorities has changed. Compared to Decree 92/2009 of the Government, Decree 34/2029 of the Government has caused difficulties in the process of arranging cadres and civil servants.

Besides, the arrangement of concurrent positions for 1 civil servant means a large workload but reduced allowances, so it is necessary to study and adjust it to be closer to reality.

Voter Lang Thi Lien (Dong Minh village, Chau Hanh commune) reported that she and her husband were both soldiers. Her husband has passed away. Her family has received a Resistance Medal but has not received financial support for house repair and construction. In addition, the family was allocated forest land and recently the measurement overlapped with another family. She requested that the family be returned the correct forest land.

At the meeting, the Fatherland Front of Quy Chau district compiled many opinions of voters around the issues: The Ministry's scoring of poor households has many shortcomings, especially in mountainous areas, and needs to be adjusted. The State needs to pay attention to attracting businesses to the area, creating jobs for workers returning during the Covid-19 pandemic as well as surplus labor.

In addition, voters suggested opening curved and sharp roads to ensure visibility and avoid the risk of traffic accidents; reclaiming forestry land from the Protection Forest Management Boards to hand over to localities, dividing it among people to develop the economy and improve people's lives.

Responding to voters' opinions, comrade Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee said that the arrangement of communal cadres and civil servants aims to improve the quality of cadres and civil servants, both full-time and part-time.

With the principle that one person can do many things, and one person is primarily responsible, it is necessary to reduce the number of officials and civil servants to increase salaries and allowances, and improve the quality and efficiency of work. However, in practice, there are still some shortcomings, so the National Assembly will take note and report to the government. Regarding the issue of scoring poor households, the government is currently studying amendments to make it closer to reality.

Regarding the opinion of voter Lang Thi Lien regarding housing support, comrade Phan Dinh Trac suggested that Quy Chau district conduct a review to see if Ms. Lien's family is supported or not and must respond specifically. Because the families of those with meritorious services must pay special attention, try not to miss them.
