SUSTAINABLE DEVELOPMENT OF QUỲ CHÂU

Implementing the Resolution of the 25th District Party Congress, the Party Committee and people of all ethnic groups in Quy Chau district have united, strived and achieved important achievements.

The economy continues to grow well (average 10.4% in the 2015-2020 period); economic structure shifts in the right direction, reducing the proportion of agriculture and forestry, increasing the proportion of industry, construction and services.

By 2020, budget revenue will be quite good, estimated at 40 billion VND; average income will reach the Congress target of 40 million VND/person/year; the poverty rate will decrease to 20.17%.

There has been progress in the socio-cultural fields, the rate of schools meeting national standards is quite good compared to the general level of the province, the number of excellent students at all levels is higher year after year. National defense and security are maintained, social order and safety are ensured.

The work of building the Party and political system has been promoted, gradually improving the leadership capacity and fighting strength of grassroots Party organizations.

Up to now, Quy Chau has basically completed the targets and objectives of the Party Congress Resolution for the 2015-2020 term with 19/21 targets achieved and exceeded.

In the 2020-2025 term, Quy Chau will achieve the following general goals: Promoting solidarity, democracy, discipline, building a clean and strong Party and political system. Promoting innovation, creativity, mobilizing internal resources, attracting external resources. Ensuring national defense and security. Improving the material and spiritual life of the people, bringing Quy Chau to sustainable development.

At the conference, Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission assessed that Quy Chau is still at risk of "falling into a depression, lagging behind economically". The scale of the economy is small, the land for production is scarce, attracting investment is difficult; there is a potential risk of losing social security and order. Therefore, one of the requirements in the new term is that the district needs to plan a policy to stabilize society and develop the economy in the long term.

Deputy Secretary of the Provincial Party Committee Nguyen Van Thong acknowledged the efforts and results in the 2015-2020 term of Quy Chau district. Regarding the development orientation in the coming time, the Deputy Secretary of the Provincial Party Committee suggested that the district should think more deeply, in which the development of forestry economy should focus on wood processing industry and forest products; pay attention to planning and allocate adequate area for the development of farm and family farm economy; support people to develop eco-tourism associated with unique cultural tourism.

Chairman of the Provincial People's Committee Nguyen Duc Trung agreed with the viewpoint that in the new term, Quy Chau should develop sustainably. On that basis, in the coming period, it is necessary to base on the characteristics and local situation to focus on developing the forest economy and tourism.

In particular, some areas of production forest land are converted to large timber plantations associated with medicinal plant and fruit tree planting. The development of cultural, ecological and community tourism in Quy Chau needs to be linked with the chain of districts in the Northwest of the province.

However, the district also needs to prepare conditions to effectively use capital from the Overall Project for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period.

The Chairman of the Provincial People's Committee also suggested that Quy Chau should pay attention to poverty reduction among ethnic minorities; at the same time, continue to preserve and promote the culture of the Thai ethnic group.

Opinions also suggested that Quy Chau needs to train key leaders, especially ethnic minorities; add a target of 100% of commune-level specialists who have achieved intermediate political level or higher and have received professional training and development;...

ESCAPE FROM THE ECONOMIC TUNEL MINDSET

Concluding the content of the document, Provincial Party Secretary Thai Thanh Quy assessed that the layout of the political report was relatively reasonable; however, the Standing Committee of the District Party Committee needed to consider more about the title to make it more scientific, rigorous, and suitable to the situation.

Besides, for some indicators such as growth rate of the new term, Quy Chau needs to research, evaluate, and forecast the actual capacity to build appropriate indicators.

Regarding the tasks and solutions in the new term of Quy Chau district, the Provincial Party Secretary assessed many opinions contributed to the district very closely and the district also mentioned the breakthroughs.

Accordingly, Quy Chau needs to do well in developing the forest economy. The district also needs to continue to pay attention to and protect the forest. Especially regarding the forest coverage rate, the head of the Provincial Party Committee agreed to reduce it to a reasonable level according to the planning of the Department of Agriculture and Rural Development and must manage and protect it well.

On the other hand, Quy Chau also needs to do a good job of protecting the forest environment; developing farm and family farm models associated with cooperatives to form a product chain; and at the same time developing eco-tourism, adventure, culture and history. This is a very good direction to promote advantages, while contributing to preserving culture and national identity.

Comrade Thai Thanh Quy also noted that Quy Chau is one of the areas rich in resources and minerals, so it is necessary to pay attention to scientific and reasonable exploitation for sustainable development.

In particular, to rise up, the district's political system needs to urge cadres and people to rise out of the economic depression and strive to make Quy Chau a bright spot in economic and tourism development in the next 10 years.
