Regarding the cause of the outbreak, Ms. Nguyen Thi Thu - Vice Chairman of Nghi Duc Commune People's Committee commented: "Nghi Duc Commune is geographically located right next to Nghi Phu Commune - where there was an epidemic before, people in these two bordering areas are herdingbuffalo, cowin a common field, so there is a high possibility of the disease spreading from there. Besides, the locality also has many roads running through it, so controlling the transportation of livestock through the commune is also difficult."
Currently, Nghi Duc commune has more than 300 buffaloes and cows, one of the localities with the largest livestock herd in Vinh city. Therefore, the local government is urgently carrying out zoning and epidemic control work to avoid widespread spread.
