(Baonghean.vn) - The Provincial People's Committee has just issued the Notice of Conclusion of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in December 2022. In this Notice, the Chairman of the Provincial People's Committee proposed 5 key tasks and solutions for the first quarter of 2023 for all levels, sectors and localities in the province.

On December 26, 2022, the Provincial People's Committee held a regular meeting in December chaired by Chairman of the Provincial People's Committee Nguyen Duc Trung. After listening to reports from departments and branches; representatives of leaders of the People's Committees of districts, cities and towns and opinions of delegates discussed at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded on the socio-economic situation in May 2022, and proposed key tasks and solutions for the first quarter of 2023.

Accordingly, the key tasks and solutions for the first quarter of 2023 include:

1- All levels, sectors and localities continue to focus on promoting economic recovery and development; closely follow the growth scenario for management, strive to complete and achieve the highest results of the set goals, targets and plans:

- Develop growth scenarios for 2023 for each quarter of the industry, field, and area under management; propose tasks, solutions, and assign implementation.

- The Department of Planning and Investment and the Department of Finance shall preside over and coordinate with relevant units to advise the Provincial People's Committee on assigning socio-economic planning targets, public investment, and state budget estimates.

Department of Planning and Investment: Take the lead and coordinate with relevant units to proactively advise on the draft Decision on key tasks and solutions to direct and manage socio-economic development in 2023; growth scenarios; establish working groups,...

2. Focus on solving and completing key tasks in the first quarter of 2023.

- Department of Planning and Investment:

+ Preside over and coordinate with departments, branches, localities, and consulting units to urgently receive, explain, and complete the Provincial Planning for the period 2021-2030, with a vision to 2050; advise the Provincial People's Committee to report to the Provincial Party Executive Committee, submit to the Provincial People's Council for approval and submit to the Prime Minister for approval in the first quarter of 2023.

+ Continue to coordinate with the Provincial Party Committee Office and the Editorial Team to complete the contents of the 10-year summary of the implementation of Resolution No. 26-NQ/TW of the Politburo as required by the Central Steering Committee.

+ Coordinate with the Provincial Party Committee Office to draft a mid-term review plan to implement the Resolution of the 19th Provincial Party Congress.

+ Prepare contents to organize the Conference to review the Socio-Economic Development Cooperation Program between Ho Chi Minh City and the provinces of the Red River Delta, the Northern Midlands and Mountains, and the North Central region until 2025.

- Southeast Economic Zone Management Board:

+ Urgently complete procedures and documents to submit to the Provincial Party Standing Committee on the project to adjust Cua Lo deep-water port no later than February 2023.

+ Consulting on building policies and mechanisms to support container ships entering Cua Lo port.

- Department of Agriculture and Rural Development: Direct localities to focus on completing documents and procedures for submission for recognition of new rural standards in 2022; implement the 2023 plan; coordinate with the Department of Finance to promptly and effectively deploy the provision of cement to localities.

- Department of Tourism: Focus on completing the content of the Tourism Development Strategy of Nghe An province to 2030, with a vision to 2035, along with the Project for implementation and reporting to the Provincial Party Committee Standing Committee in June 2023.

3.Focus on directing and operating the state budget and resolutely implementing solutions to promote economic development.ânvstainn public investment.

- The Department of Finance coordinates with the Tax Department and localities to review revenues in 2022, drastically implement budget collection from the beginning of 2023, structure sustainable budget revenue sources; advise on effective, strict, economical and proper budget expenditure management.

- Departments, branches, localities, investors:

+ Direct, inspect, and urge to accelerate the disbursement progress of capital sources for the 2022 public investment plan and projects for socio-economic recovery and development programs, projects under the National Target Program to ensure compliance with commitments.

+ Develop detailed plans and commit to disbursement progress for each project; regularly work with contractors to speed up implementation progress.

- Department of Finance, State Treasury of the province: Speed ​​up the implementation of capital advance procedures for projects that have completed bidding procedures to ensure compliance with regulations.

- Department of Planning and Investment:

+ Notify investors about the 2023 public investment plan immediately after the Provincial People's Committee issues a Decision to assign the plan.

+ For projects that have not yet been allocated capital, focus on urging investors to complete procedural documents, ensuring completion of capital allocation before December 31, 2022.

4. All levels, sectors and localities focus on carefully preparing activities for the Lunar New Year 2023 to ensure a joyful, healthy, safe and warm celebration for people. Strictly implement Directive No. 19-CT/TW dated November 18, 2022 of the Secretariat on organizing the Lunar New Year 2023, Directive No. 22/CT-TTg dated December 23, 2022 of the Prime Minister on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year 2023 and Official Dispatch No. 1566-CV/TU dated December 6, 2022 of the Standing Committee of the Provincial Party Committee on organizing the Lunar New Year 2023:

- Department of Agriculture and Rural Development: Coordinate with the Department of Industry and Trade to ensure the supply of essential goods, food and foodstuffs during the end of the year and Lunar New Year. Focus on directing the promotion of production, circulation, consumption and export of agricultural products.

- Department of Industry and Trade:

+ Actively monitor, inspect, and ensure market stability, avoiding shortages and disruptions in supply that cause sudden price increases.

+ Coordinate with the Market Management Department to strengthen market inspection and supervision activities in the areas of price, product quality, food safety regulations, speculation, hoarding, and illegal price increases in the province.

+ Coordinate with the Department of Culture and Sports to organize Spring Fairs associated with healthy, safe and economical entertainment activities at the beginning of Spring.

- Department of Labor, War Invalids and Social Affairs:

+ Direct the implementation of policies for people with revolutionary contributions and social security work, especially for children, the elderly, the poor, and the disadvantaged. Absolutely do not let people lack food and clothing during Tet.

+ Coordinate with the Provincial Fatherland Front Committee to organize the program "Tet for the poor in 2023".

+ Advise provincial leaders to organize Tet gift giving for outstanding elderly people, heroic Vietnamese mothers; support families in especially difficult circumstances,...

- Department of Culture and Sports: Guide, direct and organize activities to welcome the New Year, celebrate the Party, and celebrate Spring; strengthen festival management and organize Spring Festivals to ensure solemnity, safety and economy.

- Department of Tourism: Strengthen propaganda and promotion of tourism associated with epidemic safety, especially during the New Year 2023, Lunar New Year and Spring Festival.

- Department of Health: Ensure health care and medical examination and treatment for people; closely inspect and monitor food safety and hygiene, disease prevention, especially during the Lunar New Year.

- Department of Transport: Develop and organize the implementation of transport plans; strengthen traffic safety and order, ensure smooth, safe and convenient traffic during Tet and festival seasons.

- Provincial Police: Continue to launch a high-profile campaign to suppress crime, ensure security and order before, during and after Tet. Strengthen fire prevention and fighting, handle violations in trading and setting off fireworks, and ensure traffic order and safety to help people celebrate Tet in peace.

- Provincial Military Command: Maintain strict combat readiness during the Lunar New Year. Coordinate with localities to prepare well for the 2023 military enlistment ceremony to ensure targets and quality.

- All levels, sectors, and localities: Assign leaders and staff to be on duty during Tet to handle urgent tasks during the Lunar New Year; especially agencies, units, and organizations directly responsible for handling tasks related to people, businesses, investors, etc. Immediately after the Tet holiday, urgently focus on work, do not let delays affect the performance of tasks and production and business activities. Strictly implement the prohibition of giving gifts to superiors in any form.

4. Improve the effectiveness and efficiency of state management, administrative reform, digital transformation and Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030.

- Levels and sectors:

+ Strictly implement publicity and transparency in receiving and handling administrative procedures, ensuring that 100% of administrative procedures are announced, publicly disclosed fully and on time so that people and businesses can monitor and evaluate the implementation process.

+ Strengthen state management and effectively resolve pressing social issues that voters and people are concerned about such as: environmental pollution, food safety and hygiene, construction order, mineral exploitation, land management, etc.

- Department of Home Affairs:

+ Advise on the 2023 Administrative Reform Plan; in which, coordinate with the Provincial Party Committee Office to advise on the establishment of the Provincial Administrative Reform Steering Committee.

+ Organize surprise inspection teams to inspect compliance with discipline and administrative order at agencies and units, especially after the Lunar New Year holiday.

- Department of Information and Communications: Proactively advise on the implementation of digital transformation in the province.

- Provincial Police: Coordinate with relevant sectors to continue to focus on implementing Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister and strictly implement Plan No. 771/KH-UBND dated November 7, 2022 of the Provincial People's Committee on implementing a number of key tasks of Project 06 of the Government in Nghe An province.

- Provincial People's Committee Office: Monthly reports assessing the quality, progress of consulting, handling work and compliance with discipline and order of departments, branches, units, especially the responsibility of the head at regular meetings of the Provincial People's Committee.
