Conclusion of Chairman of the Provincial People's Committee Nguyen Duc Trung at the regular meeting of the Provincial People's Committee in May

On May 24, 2022, the Provincial People's Committee held a regular meeting in May under the chairmanship of Chairman of the Provincial People's Committee Nguyen Duc Trung. Attending the meeting were members of the Provincial People's Committee, representatives of the Standing Committee of the Provincial People's Council, Committees of the Provincial People's Council, representatives of the Party Committee of the Provincial Agencies, the Party Committee of the Provincial Enterprises and leaders of relevant departments, branches and units.

At the meeting, the Provincial People's Committee listened to and commented on the following contents: Report on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the meeting in April 2022, thematic working sessions in April 2022; Report on the implementation of the tasks of the Working Group according to Decision No. 2416/QD-UBND; Reports on the socio-economic situation, State budget revenue and expenditure in May 2022, key tasks and solutions in June 2022 and contents under its authority.

After listening to reports from relevant departments and branches and discussions at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

I. Socio-economic situation in May, key tasks and solutions in June 2022

1. Results achieved:

- Economic sectors continue to recover positively, including:

+ Industrial production index (IIP) is estimated to increase by 12.13% over the same period; cumulative 5 months are estimated to increase by 12.14% over the same period in 2021.

+ Service industries on the path of recovery: Total retail sales of goods are estimated to increase by 39.37% and in 5 months are estimated to increase by 24.11%; export turnover of goods is estimated to increase by 17.24% and in 5 months is estimated to increase by 21.84%; the number of tourists in 5 months is estimated to increase by 78% over the same period in 2021.

+ State budget revenue is estimated at 8,523 billion VND, reaching 56.8% of the estimate (domestic revenue is estimated at 7,785 billion VND, revenue from import-export activities is estimated at 738 billion VND).

+ Investment attraction continues to have many changes: As of May 20, 2022, the province has newly granted 41 projects and adjusted 43 projects; the total newly granted and increased capital is 24,442.4 billion VND, the number of newly granted projects increased by 17.14%, the total registered investment capital increased by 1.53 times over the same period in 2021.

- As of May 20, 2022, the disbursement rate of public investment capital reached 24.23% of the detailed assigned plan.

- The cultural and social fields continue to receive attention and direction, including: Covid-19 epidemic prevention work continues to be actively implemented. Focus on completing the 2021-2022 school year program as planned. Well organize activities to celebrate the 132nd anniversary of President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2022). Organize the reception and welcome of 103 remains of volunteer soldiers and Vietnamese experts who died in Laos thoughtfully and solemnly. Successfully organize the meeting and dialogue between the Chairman of the Provincial People's Committee and workers in 2022. Coordinate to organize the Ministry of National Defense's scientific seminar to celebrate the 50th anniversary of the Plain of Jars - Xieng Khouang defense campaign.

- Political security and social order and safety are ensured; no outstanding or pressing issues occur in the area.

2. Difficulties and limitations:

- Rice blast disease, cassava mosaic disease,... still pose potential risks; African swine fever is having many complicated developments.

- The high prices of raw materials, gasoline and many basic goods affect production and life.

- Site clearance for some projects is still slower than required, especially the key North-South expressway project...

3. Key tasks and solutions for June 2022:

3.1. Continue to resolutely and effectively implement the goals and tasks of the 2022 socio-economic development plan; evaluate the results achieved in the first 6 months of the year to have a management scenario for the last 6 months of the year.

- Departments, branches and localities:

+ Continue to deploy tasks and solutions to implement the Socio-Economic Recovery and Development Program according to Resolution No. 11/NQ-CP dated January 30, 2022 of the Government. Working groups focus on directing the implementation of assigned tasks, especially reviewing and assessing the ability to implement the growth scenario for the first 6 months of the year to update the scenario for the last 6 months of the year and propose implementation solutions.

+ Strengthen more drastically the review and removal of barriers and obstacles that hinder production and business activities to promote socio-economic development; have practical and specific solutions to support and remove difficulties and obstacles for businesses.

- Department of Planning and Investment:

+ Preside over and advise on the report assessing the socio-economic situation in the first 6 months of the year and key tasks and solutions for the last 6 months of 2022, report at the regular meeting of the Provincial People's Committee in June 2022; submit to the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee and the Provincial People's Council meeting.

+ Focus on reviewing and completing the draft Provincial Planning dossier based on the conclusions of the Provincial Party Standing Committee, comments from ministries, branches and localities; study the organization of a workshop to collect comments from ministries, branches, localities and experts; advise the Provincial People's Committee to submit to the National Appraisal Council in June 2022.

+ Continue to coordinate with the Provincial Party Committee Office and departments, branches and localities to proactively implement the contents and requirements of the Steering Committee for the Project "Summary of the implementation of Resolution No. 26-NQ/TW of the Politburo" to ensure the quality and progress set out.

+ Chaired the consultation on the draft Summary Report of Resolution No. 39-NQ/TW dated August 16, 2004 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the North Central and Central Coast regions until 2010.

+ Preside over and advise on the development of a specialized Resolution of the Provincial Party Standing Committee to handle suspended projects, slow-progress projects and projects using land for the wrong purpose in the province, and submit it to the Provincial Party Standing Committee in September 2022.

+ Coordinate with relevant agencies and units to build and put into operation a software system for managing non-budgetary investment projects, put into operation from September 2022.

+ Coordinate with the Center for Investment, Trade and Tourism Promotion and relevant agencies and units: (i) Advise and prepare the Conference to review and summarize the Socio-Economic Development Cooperation Program between Ho Chi Minh City and the provinces of the North Central region; (ii) Focus on reviewing and evaluating to improve the Provincial Competitiveness Index (PCI).

- Department of Agriculture and Rural Development:

+ Focus on directing the spring harvest, deploying summer-autumn and seasonal production to ensure timely harvest; review and regulate irrigation water sources to ensure production. Proactively deploy measures to prevent and control epidemics.

+ Focus on overcoming the consequences of storms and floods; urge units and localities to repair works to meet the plans for flood and storm prevention in the upcoming rainy season.

+ Direct localities and units to strictly implement forest fire prevention measures. Strengthen forest protection management, handle illegal deforestation and encroachment of forest land in accordance with Directive No. 05/CT-TTg dated May 18, 2022 of the Prime Minister.

- Department of Industry and Trade:

+ Advise on promoting industrial and commercial production. Actively participate in national trade promotion activities and programs to ensure savings, efficiency and attract many businesses.

+ Monitor the electricity supply situation to ensure electricity supply for daily life and production; direct hydropower plants to coordinate and regulate, ensuring water sources for agricultural production and people's lives.

- Southeast Economic Zone Management Board:

+ Focus on completing procedures and documents related to the investment policy of Hoang Mai II Industrial Park Project and Tho Loc Industrial Park, advising the Provincial People's Committee to work with the Ministry of Planning and Investment to appraise and submit to the Prime Minister for approval.

+ Urge the consulting unit to work with the Ministry of Construction to organize appraisal and submit to the Prime Minister for approval the overall adjustment of the Master Plan for construction of the Southeast Economic Zone to 2040.

+ Focus on coordinating with the Investor to prepare documents to adjust the investment project of Cua Lo Deepwater Port, advise the Party Committee of the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee in June 2022; coordinate with the Department of Transport and relevant agencies and units to prepare documents to propose investment policy for the project of the connecting route from D4 road to the port area north of Cua Lo port.

- Department of Tourism:

+ Review and remove difficulties and obstacles to quickly restore tourism activities in the province, especially human resources in the tourism industry.

+ Continue to advise on organizing the Forum on tourism development linkage between Hanoi, Ho Chi Minh City and the extended North Central provinces in 2022 in Nghe An.

- Department of Natural Resources and Environment:

+ Advise on the development of a report on the implementation of Resolution No. 36-NQ/TW dated October 22, 2018 of the Central Executive Committee before June 10, 2022.

+ Preside over and advise the Provincial People's Committee on handling relevant procedures to implement land use rights auctions for projects eligible for auction. Inspect and supervise the implementation of State land management tasks at the district level.

- Department of Construction: Consulting on the draft Urban Development Program for the whole Nghe An province in July 2022.

3.2. On budget revenue and expenditure management; promoting disbursement of public investment capital.

- Department of Finance:

+ Coordinate with the Tax and Customs sectors to review, analyze, evaluate, and forecast factors affecting budget revenue; organize and manage budget revenue to ensure sustainability and reasonable structure.

+ Preside over the review, appraisal and synthesis of the List of public career services using the State budget of provincial departments, branches and units to advise the Provincial People's Committee to submit to the Provincial People's Council in accordance with regulations.

- Departments, branches, sectors; People's Committees of districts, cities, towns; investors: Closely follow the actual situation of implementing each project to focus on timely direction and management, especially urgently completing investment procedures, bidding, and starting construction of new projects.

- Department of Planning and Investment:

+ Continue to advise the Public Investment Working Group to strengthen work with investors, conduct field inspections of projects to urge, remove difficulties and obstacles, and promote disbursement of public investment capital according to committed progress.

+ From June 2022, classify public investment projects to calculate disbursement capacity; proactively review projects with slow disbursement and progress not as committed to advise competent authorities to adjust and transfer to other projects with good progress, lacking capital and capable of disbursement; coordinate with sectors to urge investors to disburse public investment capital.

- Department of Transport:

+ Focus on directing and accelerating the construction progress of key projects. Actively coordinate with relevant agencies, units and localities to focus on completing the site clearance work for the North-South Expressway project.

+ Coordinate with the Investor to promptly submit a plan to implement the project to upgrade and expand Vinh Airport.

+ Urge the implementation of dredging work to ensure ships can move into Cua Lo port.

3.3. Focus on directing cultural and social fields, ensuring social security.

- Department of Health:

+ Preside over and advise on the implementation of Plan No. 310/KH-UBND dated May 17, 2022 of the Provincial People's Committee to implement Resolution No. 38/NQ-CP dated March 17, 2022 of the Government in Nghe An province.

+ Continue to speed up the progress of Covid-19 vaccination for subjects to ensure safety and effectiveness; prepare a plan to deploy Covid-19 vaccination for children from 5 to under 12 years old, completing 2 injections in the 11th quarter of 2022.

- Department of Education and Training: Advise on organizing good exams in the province.

- Department of Labor, War Invalids and Social Affairs:

+ Advise on the implementation of Official Dispatch No. 431/CD-TTg dated May 19, 2022 of the Prime Minister on strengthening measures to support employees and employers, develop the labor market, and ensure social security in the province; focusing on directing the implementation of the policy to support housing rent for employees (to be completed in August 2022); summarize and evaluate the situation and results of implementing policies to support employees and employers according to Resolution No. 68/NQ-CP dated July 1, 2021 of the Government.

+ Continue to advise on the implementation of the Plan to organize activities to celebrate the 75th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2022) to ensure solemnity, meaning, effectiveness and suitability to the actual situation.

+ Chaired the conference to summarize 10 years of work mobilizing support and helping poor communes in the Western region of Nghe An province, period 2012 - 2022.

3.4. Promote administrative reform, strengthen state management; strictly implement administrative discipline and order.

- Departments, branches and localities:

+ Urgently carry out tasks of digitizing and reusing digitized records and administrative procedure settlement results in receiving and settling administrative procedures at the Public Administration Service Center and one-stop-shop departments at all levels.

+ Proactively carry out assigned contents according to the work program of the Provincial People's Committee and the Provincial Party Standing Committee to ensure quality and progress.

- Provincial People's Committee Office: Review and urge units to prepare reports and draft resolutions to submit to the 6th session of the Provincial People's Council to ensure quality and progress.

- Department of Home Affairs: Urgently deploy the project to expand the administrative boundaries and urban space of Vinh city to ensure progress according to Plan No. 221/KH-UBND dated April 1, 2022 of the Provincial People's Committee.

- Department of Information and Communications: Advise on the implementation in the province of Directive No. 02/CT-TTg dated April 26, 2022 of the Prime Minister on developing e-Government towards digital Government, promoting national digital transformation.

3.5. On ensuring national defense, security and social order and safety.

- Provincial Police: Deploy forces to ensure security, order, and traffic safety; strengthen inspection and review of conditions to ensure fire and explosion safety in the area. Strengthen crime and drug prevention and control, especially in 27 border communes.

- Provincial Military Command: Continue to prepare for defense area and civil defense drills at provincial and district levels according to the plan.

II. Recommendations and proposals

1.Regarding fuel support for fishing vessels for fishermen during the period of high gasoline prices: Assign the Department of Agriculture and Rural Development to coordinate with the Department of Finance to advise the Provincial People's Committee in accordance with current regulations.

2. On building specific support policies for forest protection forces

The Department of Agriculture and Rural Development shall preside over and coordinate with relevant agencies and units to draft the Resolution and advise competent authorities to ensure compliance with regulations.

3. On winter crop production support

The Department of Agriculture and Rural Development is assigned to coordinate with the Department of Finance to advise on providing support funds for the 2022 winter crop production so that localities can implement it before August 2022.

4. Regarding professional support for Xieng Khouang Hospital

Assign the Department of Health to proactively deploy professional support activities for Xieng Khouang Hospital.

5.Regarding the investment project to build a wastewater and waste treatment system for hospitals in Nghe An province using ODA loans from the German Government

Assign the Department of Finance and the Department of Planning and Investment to support the Department of Health in implementing the project.

III. Contents under the authority of the Provincial People's Committee

1.Draft Regulations on coordination in performing state management tasks in the Southeast Economic Zone and Industrial Parks

The Provincial People's Committee unanimously approved the draft Regulation prepared by the Southeast Economic Zone Management Board. The Southeast Economic Zone Management Board was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to promulgate it.

2.Draft proposal to build a Resolution of the Provincial People's Council amending and supplementing a number of contents in Article 2, Resolution No. 18/2018/NQ-HDND dated December 12, 2018 of the Provincial People's Council on financial support for civil and administrative judgment enforcement in Nghe An province (step 1)

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Civil Judgment Enforcement Department. The Civil Judgment Enforcement Department was assigned to coordinate with the Provincial People's Committee Office to complete the draft, advise the Provincial People's Committee Party Committee to submit it to the Standing Committee of the Provincial Party Committee according to regulations.

3.Draft Resolution of the Provincial People's Council on merging and renaming hamlets in communes of the districts: Dien Chau, Nghia Dan, Tan Ky, Yen Thanh

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Home Affairs. The Department of Home Affairs was assigned to coordinate with the Provincial People's Committee Office to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

4. Draft Resolution of the Provincial People's Council on extending the implementation period and disbursement of allocated capital for basic construction works and public service capital under the National Target Program on New Rural Construction in 2021 until December 31, 2022.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Finance. The Department of Finance was assigned to coordinate with the Provincial People's Committee Office to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

5.Draft Regulations of the Provincial People's Committee on naming and renaming roads, streets and public works in Nghe An province

The Provincial People's Committee unanimously approved the draft Regulation prepared by the Department of Culture and Sports. The Department of Culture and Sports was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to promulgate it.

6.Draft Resolution of the Provincial People's Council approving the results of reviewing the Resolutions on legal norms issued by the Provincial People's Council from December 31, 2021 onwards that are still in effect and the Resolution to abolish the Resolutions of the Nghe An Provincial People's Council

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Justice. The Department of Justice was assigned to coordinate with the Provincial People's Committee Office to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

7Draft Decision of the Provincial People's Committee on abolishing the Decisions and Directives on QPPL issued by the Provincial People's Committee.

The Provincial People's Committee unanimously approved the draft Decision prepared by the Department of Justice. The Department of Justice was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to promulgate it.

Regarding the proposal to abolish Decision No. 72/2017/QD-UBND dated November 28, 2017 of the Provincial People's Committee: Assign the Department of Planning and Investment to coordinate with the Department of Justice, the Department of Natural Resources and Environment and relevant departments and branches to review and propose handling of documents to ensure that they do not affect the procedures for implementing investment projects in the province, and advise the Provincial People's Committee according to regulations.

8.Draft Resolution of the Provincial People's Council promulgating regulations on principles, criteria, and norms for allocating central budget capital and the proportion of local budget counterpart capital to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Labor, War Invalids and Social Affairs. The Department of Labor, War Invalids and Social Affairs was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

9.Draft Project of the Provincial People's Committee on improving the capacity of testing, evaluating and managing clean water quality of complete centralized water supply systems in the province for the period 2022-2025.

The Provincial People's Committee unanimously approved the draft Project prepared by the Department of Health. The Department of Health was assigned to coordinate with the Provincial People's Committee Office to complete the draft Project, advise the Provincial People's Committee to submit to the Provincial People's Council according to regulations.

10.Draft Resolution on the principles, criteria, and norms for allocating state budget capital to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas of Nghe An province for the period 2021 - 2030, phase I: from 2021 to 2025

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Ethnic Committee. The Ethnic Committee was assigned to coordinate with the Provincial People's Committee Office to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

11. Draft Resolution of the Provincial People's Council on regulations on support policies for preschool teachers who have labor contracts according to Decree No. 06/2018/ND-CP dated January 5, 2018 of the Government and Joint Circular No. 09/2013/TTLT- BGDĐT-BTC-BNV dated March 11, 2013 of the Ministry of Education and Training, the Ministry of Finance and the Ministry of Home Affairs

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Education and Training. The Department of Education and Training was assigned to coordinate with the Provincial People's Committee Office and relevant departments and branches to collect opinions from the Central Ministries and branches to ensure procedures, complete the draft Resolution, and advise the Party Committee of the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee according to regulations.
