Provincial leaders work with Ky Son district on flash flood recovery and resettlement
(Baonghean.vn) - Working with the leaders of Ky Son district, Vice Chairman of the Provincial People's Committee Nguyen Van De requested the district and the Department of Agriculture to specifically review the origin of the resettlement land to report to the province.
On the morning of November 7, the Provincial People's Committee inspected the work of overcoming the consequences of floods and the implementation of resettlement in Ky Son district. Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee chaired; accompanied by representatives of the Departments of Agriculture and Rural Development, Planning and Investment, Finance, Natural Resources and Environment, and Construction.

Before working withKy Son district, comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee and the delegation directly inspected the flood recovery work in Hoa Son village, Ta Ca commune - the place that suffered the most damage due to recent flash floods; surveyed the resettlement land proposed by the district in Cau Tam village, Ta Ca commune.
According to a report from Ky Son district, due to the influence of storm No. 4, from September 28 to October 2, 2022, there will be heavy to very heavy rain in Ky Son district, with total rainfall ranging from 190mm to 250mm.

Heavy rain over a large area in many communes caused landslides and roads, causing great damage to agricultural production;flash floodkilling people, collapsing, severely damaging houses, sweeping away and burying many people's properties, greatly affecting people's lives.
Flash floods killed 1 person; 55 houses were completely damaged; 49 houses were damaged from 50%-70%; 61 houses were damaged from 30%-50%; 123 houses were damaged less than 30%; 64 houses were flooded under 1m; 269 houses had to be urgently evacuated.
In addition, floods also cause a lot of damage to the fields of transportation, agriculture, clean water, electricity... Total damage caused by floods is estimated at 215 billion VND.

Immediately after the flash flood, Ky Son district urgently went directly to the area to direct localities and units, mobilized all forces to participate in rescue, helped evacuate people from dangerous areas, transported belongings to safe places... Solutions to overcome the consequences were implemented over a long period of time.

For the problemResettlementFor people affected by flash floods, Ky Son district reported that the resettlement area has been surveyed in Cau Tam village, Ta Ca commune, with a total area of nearly 13 hectares, enough to resettle 225 households. The total investment in the construction of the resettlement area is estimated at about 70 billion VND. Up to now, the district People's Committee has carried out propaganda, mobilization, and collected people's opinions.

Working with the Provincial People's Committee, Ky Son district proposed and requested the Central Government, the Provincial People's Committee, the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense, and provincial departments and branches to soon approve the policy and support funding for the resettlement project for households in the flash flood areas of Ta Ca, Son Ha... to a new safe place to live.
Along with that, support funding for repairing and building new domestic water works, arrange funding to repair traffic and irrigation systems damaged by flash floods.
Ky Son district proposed to the province to separate the resettlement project into 2 phases, with 2 different investment capital sources: the province's reserve fund and the charity fund's capital.

Currently, the number of households whose houses were swept away by the flood and collapsed are still living with relatives or renting houses. Therefore, the urgent issue now is that the province needs to soon issue an emergency disaster declaration order, at which time the resettlement area will be given maximum priority so that the district can promptly carry out the construction of the resettlement area, hand over the land to the people to build houses and stabilize their lives.

After listening to the opinions of the leaders of the Departments, Vice Chairman of the Provincial People's Committee Nguyen Van De concluded: Agreeing with the proposal of Ky Son district to unify the construction of the resettlement area into 2 phases, according to 2 investment sources. The district will re-survey households that need to be resettled and consult with the people. Requesting the district and the agricultural sector to clearly review the origin of the resettlement land in a specific manner, to report to the province.
