Nghe An ranks second in the country in terms of site clearance progress for the North-South Expressway project.
(Baonghean.vn) - Deputy Minister of Transport Nguyen Nhat said so at a working session with the People's Committee of Nghe An province on speeding up the progress of the North-South expressway project through Nghe An on the morning of December 31, in Vinh City.
Comrade Le Hong Vinh - Member of the Provincial Party Committee, Vice Chairman of Nghe An Provincial People's Committee chaired the meeting with the delegation. Also attending were representatives of relevant departments, districts and towns.

The North-South Expressway project, the section through Nghe An, has 87.84 km passing through Hoang Mai Town and the districts of Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen. Of which, 79.31 km passes through agricultural land, 8.53 km through residential land, and the number of resettled households is about 642 km. The total estimated cost of site clearance is 2,762 billion VND, of which the Nghi Son - Dien Chau section is 1,261 billion VND and the Dien Chau - Bai Vot section is 1,501 billion VND; the project approval is 2,191 billion VND.

Currently, the project has received 696.5 billion VND in capital, of which the Nghi Son - Dien Chau section is 350 billion VND and the Dien Chau - Bai Vot section is 346.5 billion VND. The districts and towns have approved the measurement of 84.94km/87.84km, reaching 96.7%; approved the compensation plan of 709.76 billion VND, currently paying 541.4 billion VND, the length of land acquisition and clearance is about 52.5/87.84km, reaching 59.77%.

At the meeting, Nghe An Department of Transport proposed that the Ministry of Transport approve the plan to relocate technical infrastructure works, the overall plan for site clearance; issue a handbook on compensation and resettlement support for localities; and soon provide additional capital for localities to pay households, build resettlement, and relocate technical infrastructure works.
In addition, add some bridges and underpasses for people to suit; adjust the intersection of Dien Chau - Bai Vot with National Highway 7, build a fence to prevent re-encroachment after site clearance...

On behalf of the working delegation, Comrade Nguyen Nhat - Deputy Minister of Transport acknowledged and highly appreciated the efforts and results of the Nghe An Party Committee and authorities in clearing the land for the North - South Expressway project, and said that although only nearly 60% of the length has been cleared, Nghe An is the second province in the country in terms of land clearance progress (after Ninh Thuan).
The Deputy Minister also acknowledged the province's proposals on adding technical sewers and connecting roads to National Highway 7 arising from reality and assigned the Construction Management Department and Technical Committees to receive and complete plans to facilitate people's travel. The arrangement and adjustment of resettlement residential areas must be reasonable and in accordance with regulations.
In the coming time, if the procedures and documents are quick, the disbursement will be possible and by mid-2020, investors can be selected. Regarding the plan to protect the liberated land and prevent re-encroachment, the Ministry has worked with the provinces to calculate and hand it over to the Boards to have the cost when there is an official technical design.
