(Baonghean.vn) - Although markets are not yet allowed to operate, many small traders and spontaneous stalls have appeared in market areas in Vinh City, posing a potential risk of spreading the epidemic.

Vinh City is implementing epidemic prevention measures according to Directive 15. Currently, 5 markets in the area have resumed operations (Coi market, Quang Trung market, Ben Thuy market, Hung Phuc market, and Nghi Lien commune's Chua market). For example, Hung Dung market has been temporarily closed since August 21 due to Covid-19 infections, and has not yet been ordered to reopen. However, in recent days, many traders from other places have appeared around the market, gathering on two roads near the market, Dinh Le and Tue Tinh, making this area always crowded every morning. Traders with baskets and trays sit on the road and sidewalk. Others leave their goods on motorbikes and are ready to leave when they see the authorities checking.

A similar situation has also appeared in the area near Quan Lau market, especially on Nguyen Trung Ngan street, where traders and residents openly park their vehicles in the middle of the road to buy and sell. Some people even turn their personal cars into mobile stalls. Some stores on this street, although not yet qualified to open for business, are still secretly selling illegally.

In Hong Son ward, two markets, Vinh market and wholesale market, are still closed, however, some street vendors have appeared on streets such as Ho Xuan Huong, Nguyen Cong Tru, Phan Dinh Phung, Le Hong Son...

Mr. Nguyen Van Linh - Vice Chairman of Hong Son Ward People's Committee, said: The ward's forces have coordinated with the City Police and the city's urban order team to regularly patrol the streets, focusing on the areas around the markets. Since Vinh City implemented Directive 15 (September 13), dozens of cases of spontaneous traders and unqualified business households have been fined with a total amount of over 70 million VND.

In reality, at spontaneous sales points, there are often crowds of people, buyers and sellers do not maintain the prescribed distance, and the implementation of the 5K recommendation is still open... In addition, it is very difficult to control small traders from other places, they sell for a short time and then leave, making it difficult to trace if an outbreak occurs.

In that situation, the People's Committee of Vinh City issued Official Dispatch No. 6146/UBND-KT dated September 18 on strengthening inspection and handling of violations of encroachment on roads and sidewalks for business and illegal delivery of goods (shippers). Accordingly, the city directed forces including the City Police, the Urban Order Management Team and wards and communes to organize forces to strengthen inspection, control, and strictly handle violations of spontaneous business, encroachment on roads and sidewalks for business and illegal delivery of goods (shippers), and resolutely handle and eliminate spontaneous business locations in the area.

In addition to increasing patrols and handling, Vinh City also recommends that people should buy goods at reopened markets, supermarkets or points of sale organized by wards and communes because here the epidemic prevention steps have been strictly checked and there are always forces on duty to ensure safety, and should not buy goods at spontaneous points of sale.

It is known that the number of vaccinated traders is gradually increasing, and markets are also completing preparations to reopen as soon as possible to meet people's shopping needs.
