On the morning of August 25, Chairman of Nghe An Provincial People's Committee Le Hong Vinh signed and issued an urgent dispatch on temporary road closures to prevent and combat storm No. 5. Accordingly, the province requested people without duties not to go out from 11:00 a.m. on August 25 to ensure absolute safety for life and health.

Faced with the complicated developments of storm No. 5, the authorities of Cua Lo ward (Nghe An) mobilized all their forces to urgently evacuate more than 2,500 people to safety, while ensuring the anchoring of boats and absolutely not allowing people to stay at sea and in cages and rafts.
According to the plan, the entire ward has 380 households, with 2,508 people, that must be evacuated. Each provincial, district and medical center hospital must have at least two mobile emergency teams. The mobile emergency teams must be clearly assigned tasks and ready to receive dispatch orders at any time.
Medical facilities must ensure adequate human resources, drugs, chemicals, medical equipment, emergency vehicles, and be ready to support when required; information and communication must be connected 24/7, without interruption of operations and direction; and proactively support each other.

Faced with the complicated developments and risk of serious impacts from storm No. 5, on August 25, leaders of Power Generation Corporation 1 (EVNGENCO1) were present at Ban Ve Hydropower Plant to inspect the situation and direct flood response work.
The working delegation led by Mr. Tran Nam Trung - Deputy General Director of the Corporation, together with representatives of specialized departments, held an urgent meeting with the factory's PCTT & TKCN Command Board, reviewed all flood prevention and control plans and ensured safety of the project and safety for the downstream area.

The Deputy Chief of the General Staff of the Vietnam People's Army and the Secretary of the Provincial Party Committee kindly visited the people at the evacuation site; encouraged people to temporarily live in peace, wait for the storm to pass so they can return home to ensure safety. The Party Committee and the government will provide enough necessities, food, and drinking water for the people.
The Provincial Party Secretary also requested the Party Committee and the government of Dien Chau commune to ensure all necessary conditions for people's daily life, especially to take good care of the health of the elderly and sick people.
At the same time, continue to review unsafe areas to evacuate people to shelters, the highest principle is to ensure maximum safety for people first and foremost.
Next, the delegation directly inspected the sea dike in Dien Chau commune. This is the dike that is predicted to be affected when storm No. 5 makes landfall.
